This Afternoon Following Volley of Oratory From
Members Who Wanted to Make Their Positions Plain:
President Has Let It Be Known That It Is Accept
able to Him and He Is Expected to Sign It Immediate
ly; It Can Not Rcaoh the White House Now Until
Monday as Senate Had Adjourned.
Washington, Aug. 19. The Flood-Smith statehood res
olution, admitting: New Mexico and Arizona to the union,
was passed in the house at 0:40 o'olock this afternoon by a
viva voce vote.
The resolution was called up by Mr. Flood about one
o'olook this afternoon and he spoke at some length.
A continuous round of oratory from house members
desiring to make their positions plain, preocded the passage
of the resolution.
The Flood-Smith resolution is identioal with the Flood
rcsoluion exoept that it oontnins n provision whereby Ari
zona must eliminate the rcoall of the judioiary as a condi
tion of statehood.
The resolution is acceptable to Mr. Taft and he has let
it be known that he will sign it.
The senate had adjourned when the resolution passed
so that it could not be signed by the vice president. It con
not reach the president until Monday.

fourteen o'clock tins morning
and will lie on the tabic until
called up for passage. Veto
lias not been reported from the
house territories committee
and probably will not be heard
from again. The opinion pre
vailed that senate resolution
will pass the house before ad
journment today. The present
resolution is identioal with
the Flood resolution of a week
ago exoept that five words:
"Except members of the judic
ary" arc added to the recall
provision of the Arizona con
stitution. This amended sec
tion must be ndoptcd before
statehood is granted.
