There are some cutrious circumi stanicesmwith referenec to the newly discovered Hatellitcs of 'Mars wlhich have not yet been published, arising from the shortness of their periods of revolution. Tho outer satellite revolves in thirty hours and four teen minutos. While Mars is ro volving upon its axis once, this moon goes about throo-fourths of the way round, so that if it rose with the sun this morning, to-mor row morning it would have only hereacd the meridian, and would not set until the next moi ning, when it would remain for two days below the horizon ; so that it would bo four days less forty two minutes, before the satellite would rise again. But it goes through all its phases new moon, full moon, last quarter and new moon again-overy thirty two hours, or threo timos during one diurnal revolution. Rising with the sun, as a now moon, this morn ing at 6 o'clock, it would be full moon at 10, p. i., before it reached the meridian ; new moon again at 2, p. m., to-morrow, soon after pass, ing the meridian, and full moon again when it set at 6 o'clock the next morning. The inner satellite revolves in seven hours thirty-eight minutes, equivalent to eight hours and six minutes, Martial time. This is near. ly three timet, as fast as the planet itself revolves on its axis, so that the diurnal motion of this satellite is towards the east, rising in the west and setting in the east. If it met the sun on the meridian to-day, it would set in the east, pass around the planet, rise in the west and again reach the meridian thirteen minutes after midnight, and, passing entire ly around a second time reach the meridian at twenty-six minutes after noon. During this time it would have passed through all its phases three times. Although Mars has two moons, and perhaps three, it is not a moon like ours, following the sun and stars in the diurnal motion andl changing in form and position but little at each revolution. Their changes resemble those of the in sects which live but a day, and their apparent motion is in the one case so slow as to to be almost at rest in the heavens like a boette'n light, and in the other in a direction contrary to that of the sun and stars, and contrary to all experience of celestial motion. The Fence Law in Mecklonburg. The editor of the Car'olinma Spar,% tan has been over to Charlotte to see how the no,feonce law works in Menklenburg. He says : "We talked with white and black, landlord and landless, and all acknowledged that when the contracts of another year are made, every inconvenience will be arranged, and every one satisfied with thre justice and fairness of the new law. Among the results, or effects of the new law, we may men tion that all of the vacant lands around the town have boon put under cultivation and made to pro duce fine crops ; dairy farms have been established, and milk and but ter can be purchased for less than it takes to feed a cow,(milk is now sell ing at 25 cents per gallon); perma nont pastures have been established aroud. the town in which cows can be pastured at rcasonable rates ; and besides, since the stock have boe ,enclosed, vegetation is more luxuriant and a cow tied out to a stake with a long rope can easily pick'enough grass to keep her in good condition, at this season, without feeding. The farms and fields that were under fence remain so, but all around Charlotte, fields are to be found without a fence; and there is a small patch of eern on Miain Street, near the centre of the town without a fence, which remainm untolQhed by man or beast ; and ini a few years we expect to see her beautiful yards and lawns unpro - tooted by anything save hedges, or very light .ornamental fences.
