WOULD LIMIT TERM
TO SIX YEARS
Senat? Approves of Constltatolnal
Amendment Limiting' Terms of
President and Vice President to
One Term of Six Years.
' rWtodhJngton, Fob. 1;?A constitu
tional amendment which would re
atrlct the president and vice presi
dent of the United States to a single
torm of six years and would bar
Wjoodrow Wilson, Theodore Rjoose^
velt and Win. H. Taft from again
?seektlng election, was approved by
the senate today by the narrow ma
jority of one vote.
After a three day fight In which
the Progressives Joined with many
Republicans In opposing the measure
as i proposed, tho Senate adopted the
original Works resolution by a vote
of 47 to 23. ? Tho language which It
1? proposed to insert in the constl.
tutlon in place of the first paragraph
of article 2 is as follows:
"The executive power shall he vest
ed in a president of the United States
of America. The term of president
shall be six years and no person who
has held the office by election, or
acted as president under the consti
tution or laws made in pursuance
thereof, shall be eligible to hold
again the office by election. The
president, together with a vice pres.
ident chosen for tho same term, shall
be elected as follows:"
Tho resolution proposing the con
stitutional amendment now goes to
tho house for its approval. If ratifi
ed by a two thirds vote It will he
submitted to the legislatures of tho
states and will become effective
when three fourths of tho 48 states
of the Union have officially approved
It.
Where Fight Centered.
The adoption of the resolution
came at the close of a three day
right in which repeated attempts
were made bo to change it that It
would not affect paat presidents or
the president in ,the office when It
may finally be ratified by the states
All these efforts failed. Two vots
taken today again demonstrated that
the senate did not care to exempt
any person from the operation of
tho single term provision. An
amendment by Senator Hitchcock
that would have' exempt past pres.
idents and make the new provision
take effect March 4, 1917, was voted
down 42 to 27 and an amendment by
Senator Sutherland to exempt the
president in the office when the con
fled was defeated 38 to 29.
