SECTION 1. Ile it ordained by the luayor and Aldermien of the T'own of Newherry, S. C t., in council a.embled and by the authority of the same. That a special tax of two and one-half mills on tihe dollar of all property (except tie plroperty of churches an;d institu tions of lear-niig) withinl the vor,porate imits of the Town of Newherry be and tie same11 is here-h levied and oldered ahd required to be paid into the treas ury of the said town, to provide the Imeang wherowith to pay alld (1ichalrge the interest and onefortiet,h of the principail of the bonds issued for the purpose of build ing and equippilng a sys temi of Water WVorks and P.lectric Lights for rsaid town. Trhat the (lerk and Treasurer of said town shall enter each and every amnount of mloney received under' tile levy of the special tax hlerein pro vided, in his books of account, under a separate account, and no money so r'e cel ved shall be apl)ied to any other purpose than the pay ment of the inter est anmd principal of said bonds.
