HOW COOL/
At Columbia, a concurrent resolution
was adopted, "that the members of Con
gress from South Carolina, be requested
to advocate the measure to relieve the.
financial condition of the reconstiucted
States." "To relievo the financial condi
tion of the reconstructed States." This is
a text of cool insolence, that could em
anate only from a den, where plotters
and schemers wero scant of plunder.
Request the general government to put
funds in the keeping of the rulers of South
Carolina, to relieve the financial distress
of the people- How much of such ap
propriation would the people get; Col.
Reed's oppossum story will illustrate
"Two negroes went out upon a hunt, a
fat oppossum was the luck. Caesar roasted
the prize, and Scipio fell asleep. Late at
night. Sojp,' woke up, and sniffing the air,
grunted/'gim me my shareob do possum"
your share replied Caesar, you eat, um
fore yon, gone to sleep, do grease is. qn,
your motif and hands now." Scip looked
n> bis hands which. Caesar bad greased
for the occasion, and gruffly replied "of I
eat em I don't feel em yero" pointing to
his bread bnskct. To place funds at tho
disposal of such trustees, would bo simply
placing so much money for tho oxclusivo
Btealngo of South Carolina rulers. It
would require a hedge of bayonets and a
park of- artillery to keep out the faithful
from the plunder. But who is responsi
ble fer tho financial condition of tho
South. Is it the inert, lazy Bourbon, "who
neither learns or forgets, no; face to face
with absolute poverty, ho met the issue
and grappled the difficulty, until success
promised its reward, when his financial
affairs were generously interfered with
by tho scalawag, and patriotic carpet
bagger, and a choice botch potch of |
financial embarrassment is the result.
Not content with gorging "blood money"
from the people, and ruining tho public
credit beyond a hope of reform, they re
quest the general government "to relievo
tho financial condition of tho South."
Silas "Weggis decidedly modest on tho
earth pilo, to these shameless creature?,
steeped in disgrace, and held up in con
tempt even by their fellows, they have
drained the last drop of public funds, and
demand a fresh levy from tho govern
ment."
j\. OAED.
The Citizens' Savings Bank of South
Caroliua has to-day gone into voluntary'
bankruptcy, under our advice. This ad
vice has been given as tho most effectual
meaus of protecting the interest of its
depositors and other creditors, who cau
thus, and thus only, have the manage
ment and control of its assets, instead of1
their being placed iu the hands of a re
ceiver, in whose selection they have no
voice.
. The officers of the Bank will, at an
early day, publish a statement, giving
full information of its affairs.
Wovwould warn depositors and credi
tors not to barter their claims to specu
lators and other interested parties, as we
are informed there exists a most danger
ous combination, whose object is to ob
tain controlling interest, to tho destruc
tion of the bank and the detrimont of its
depositors.
.We would further advise tl\Q dej^sUJ
kk?fe?q!4^vod^-^tA ra**^'m*rymtt
^JWitu the publication above referred to mis
been made, which, in our opinion, wiN
justify the wisdom and policy of the
course adop cd iu their interest, and will
suggest a plan which, if heartily co-ope
ra ;cd in by depositors and creditors, will
savo them from loss.
