popular vote,although it is also true

Hayes. Seymour nearly equalled
Grant in the popular vote, although
the latter beat him heavily in the
Electoral College. Neither is tbis
unnatural stale of things unlikely to
occur, under the present law, at any
time. It arises from tin* want of
minority representation in the con
federation of States. It certainly
works injustice, and it seems to us
thai a better system could l?o adop
ted.
Suppose for instance, tl at the pop
ulnv vote of South Carolina is 15,001,
aud that A should have received
7o,00I votes for President, while P?
received 75,000. Under the present
law, A, who received a majority of
only one vote, would take all Un
votes of South Carolina in the Elec
toral College, while H would receive
none. Why should these Tf>.*.)<? votes
be counted out and be entitled to no
representation? And why should
<>ue man or one vote ?beide for whom
all the votes of South t 'arolin'a should
bo counted for President 'i
Again, suppose the same thing
should happen throughout the Union,
and thai A should carry every State
by the slender majority of one, ex
cept the little Slate of Oregon, which
Ii earrit s l>y some 10,000 votes. Now
it is evident, under these ein um
Stances, that Ii would receive a popu
lar majority of nearly j0,000, aud
yet A would receive every volt* in the
Electoral College except the votes

more than half the people of the

It is very plain, that under the
Electoral system, the popular vote
may he'often defeated. We see that
a bill is now hofore Congress to alter
the system by having the election by
