"ejihcb ex -President Harrison has takon riuch a decided stand against tho Puerto Bican tariff, he hffl been bpoken ol fre quently as the one man who, if nomi nated by the Philadelphia convention, 'might b elected. It now ldoks likely lthat McHLinley will be re-nominated, 'bat it will be more than a miracle if be ia re-elected. Republicans generally know this, bat can't help it. DxwKYis still a political possibility 'in the opinion of some of his close ptr aonal friends In Washington. Al though the admiral announced aeyeral months ago that he would not, under any circumstances, be a candidate for the presidency, his friends believe that in consequence of his marriage he has changed his views and that if the nomination were to come to hiia un ollcited he would accept. Mrt. Dswey is credited with possessing ambitious aspirations for her husband and is be lieved to have brought about a change in the admiral's views. Tbb Puerto Eican tariff bill, which was framed on the assumption that con gress is not restrained by the Constitu tion when legislating for Puerto Rico and the Philippine islands, shows what imperialism will lead to. An unlimited monarch could not assert a doctrine xaore repugnant to the principles of free government than that asserted by the republican party when It claims that a president and congress created by the .Constitution can avow the limitations of that Constitution ia an official act. "When the flag is carried beyond the Constitution, it ceases to be a flag of a republic and becomes the flag of an em pire; it ceases to represent a government deriving its just powers from the con sent of the governed, and becomes a symbol of force. The report of the governor should be given Wde circulation as it will do much to ward inducing immigration. As there has bean a large number of these reports published for free distribution, the citi zens' of Blsbee, and of Arizona generally, should send out the report to friends in the east. It certainly represents much industry and considerable accuracy, be ing ne of the vefy few of the many things done by the governor that we can cheerfully command.
