Lenry has sent to the nary de partment another of his characteristic official reports about affairs in Guam, including the results of a thorough census taken under hi direction, and a financial statement of the first six months of hia administration, which showB a gratifying and growing sur plus of Mexican dollars in the island treasury. American money has not yet entered into circulation in Guam, nnd the figures in tho balance heet rapre&ent the silver currency left there by the Spaniard. The amount in the local treasury on July 1. 1S99, wat 12.171. The receipts from July 1, to January 1 last, were $0,415 and tho expenditures for the aame period were $6,767, leaving in the treasury on Janu ary 1, 1900, $4,819. The governor report that the evap orating plant is in excellent condition, but he is stiU without an ire machine, with the hot weather ahnosl at hand. The steam tawmill has been erected, and waa ready for work. A telephone system had been installed, and was in successful operation between Agana, the capital, and Piti, theport. The offi ccw of the Yosemite were still engaged on the topographical survey of the island, which would be finished in a few months. In fact, aU was well at Guam, and life there would be perfect with n refrigerating plant and a good library. Tho tabulated enumeration of the population of Guam has been forward ed by the necretary of the navy to tho director of the census, to be included in the total of the United fttatca. Tt shows that Guam had a population of 8,601 persons on January 1, 1000. Of these 5.249 lived in the capital city of Agana. In the district of Agana are five villages, which wi-th their popula tions are: Aniga. 140; Asan, 255; Tehungan, 200; Sinahana, 144, and Carolimts. 90. The five towna on the island outside of the district of Agann. with their totals, are: Agat. 744: Sumny, 500; Umatta, 236; Moriro, 491; Inarahan. 818. The distance Capt. Phelps pxpects to cover is 1,000 miles, and he will drive four sorrel horses, well matched and even trotters. Capt. and Mrs. Phelps have arranged for friends to meet them at different stages nnd to spend weeka with thera on the tallyho. Two Chinese vases, 'worth $40,000, were seized by the customs officers at New York on the French lino pier for alleged evasion, of the customs law. Tho vases were the property of M. De Mahlherbe, a Parisian dealer. The vases are superb specimens of tho work of an ancient dynasty. The authorities learned in some man ner of the importation of the vases in to the city from China via Vancouver and Quebec and located them at a stor age warehouse. M. De Malherbe ex hibited them at that place to several collectors, It is said, and nsked $40,000 for tho pnlr. The vases were removed a few days ago. An inspector learned that M. De Malherbe had Becurel passage on La Bretagne, intonding to go with his vases to France. They were seizwl just before the ship sailed. M. De Malherbe admitted importing tho vases from China. He expressed himself as great ly shocked nnd surprised nt what he deemed his great misfortune in notbet ter knowing the laws. ARTICLE I. Tho name of this corporation shall bo "THE ARIZONA AND SONORA EXPLORATION AND DEVELOP MENT COMPANY," and its principal placo of transacting business shall bo at the town of Bisbeo, County of Co chise, Territory of Arizona. AHTICLE II. Tho general nature of tho business proposed to bo transacted is to acquire possession of, and title to mines, mills, smelters and mining property of every description. The purchase of ores, metals and minerals. To acquire, sell and deal in personal property and mer chandise.' To construct and operate tramways or railroads and generally to do and perform any and all acts neces sary or incidental to its business as aforesaid. ARTICLE III. The .amount of tho capitnl stock of this corporation shall be Five Hun dred Thousand dollars (500,000.00), divided into Five Thousand (5.000) shares of tho par value of One Hun dred Dollars (3100.00) each. ARTICLE IV. The time of the commencemetof this corporation shall bo tho date of the fil ing of theso articles of incorporation for record in tho office of tho County Recorder of tho County of Cochise, Territory of Arizona, and the termina tion thereof shall bo twenty-five years thereafter. ARTICLE V. The affairs of this corporation are to be conducted by a board of nine (9) directors, to bo elected annually on the second Wednesday in November of each year, who shall be stockhold era of this corporation and said board of directors shall elect from their own number, the following officers, to-wit: President, vice-president, secretary, treasurer and general manager. Tho board of directors shall adopt by-laws, said by-laws to bo approved by a ma jority of the stockholders, which shall define tho duties of such officers, the time of their election, tho timo of tho meetings of said board, and such other matters as the board of directors may deem proper; provided, hoxvevor, that the following named persons are ap pointed to serve as board of directors until their successors aro duly elected: Peter Johnson, J. W. Farrington, V. R. Stiles, P. E. Colman, Asa Barnaby, N. E. Ferguson, Ben Frankenberg, J. M. O'Connell and J. P. Bonder. ARTICLE VI. The highest amount of indebtedness or liability to which this corporation is at any timo to subject itself, is the sum of Fifty Thousand Dollars ($50, 000.00). ARTICLE VII.
