Mr. Steela asks that his assessment be re duced so as to place, him on a footing with the other banks named. R. H. McDonald, President of the Pacific Bank, has also filed a communication with the board, in which he complains that the franchise of that bank has been assessed at 820,000. Although it long ago seemed that an understanding had been reached between the Coroner's office and the Board of Health regarding the signing uf death certificates, the old trouble will now be fought out to trie end. When the Hoard of Supervisors had decided in favor of the ieatu depart ment it was believed that all certificates of suspicious or sudden deaths would be signed only by the Corouer, and that the Health Department would let the matter drop. This was uot the ca>e, however, for Dr. S. S. Kahu, who had held a gooJ position under tlie health authorities, would not throw up lii3 cilice without a straggle, and a determined ouu at timt. The result was tliat a bone of contention hnd beeu thrown between the opposing parties, who found themselves more at variance with each other than ever before. Dr. Kaliu signed all certificates presented to him as before, and the Corouer did not hear of every sudden death in the city. Aud so matters went on from day to day, principles and opinions becuining inore and more strained on each side. Sow these relations have reached a crisis, and Coro uer Eaton has taken a determined stand to fight the. matter to the end. Yesterday he had the body of Luen Run Wy, the Chinese woman who died suddenly uuder suspicious circumstances, exhumed, to allow a jury to view the remains, lie will hold au inquest into the cause ol death, believing Miat she was poisoned, and that the action of the Board of Health in the premises shut off all possibility of police in vestigation, and, therefore, justice was knowmxly and criminally thwarted. In the woman's stomach was found enough poison to kill, it is said by chem ists, at least six people. Several Chinese claim that Wy was poisoned by a country woman, the jutod wife of her husband. The Health Cilice certificate givus the cause of her death as pneumonia. Besides having U made up in a score of fancy twists an curls, she always hag some baked in the form ot little dolls. These are lor her grandchildren when they eat at her table. Her private baker is a Petrorywal ski, a Polish refugeo to whom the Prince Consort took a great fancy once. The Queen pays regularly once a month and does not demand Sunday bakings. When some of Mr. Petrozywiilski's customers have grum bled that they didn't get fresh bread on Sundays her "Majesty's forbearance was quoted, and this usually stops their com plaints. The Grand Council of the Youds Ladies' Institute assembled in second day's meet ing of the third annual session yesterday morning at 10 o'clock: in Remembrance Hall, Odd fellows' Building, Miss Carrie Gallagher, Grand President, presiding. - After roll call ino council was opened in regular form, after which the minutes of tbe first day's proceedings were rend and approved. Several amendments to the constitution were presented and referred to tbe Commit tee on Laws aud Supervision. The following invitations were road and accepted, with thanks, from the Catholic Ladies' Aid Society No. 11 of this city, iu vitiug the officers and delegates of the Uniiid Council to an entertainment and re ception to take place at Union-square Hall ou Thursday evening, '-'O'tli inst. ; from Young Ladies' Institute No. 15 of Oakland, to a reception and entertainment at Mon tana Hall, Oakland, on Friday eveuiug. A recess was here taken until 2 o'clock. On reassembling in afternoon session sundry bills were taken up in the order of their receipt and referred to the Finance Committee for approval. Under the bead ol unfinished business thu Committee on Amendments presented a report, which was on motion adopted. Tho Finance Committee presented its re port ou the bills which had been referred to them, approving the same, aud on motion duly earned the report was concurred in aud the bills ordered paid.
