M., Nov 2. 1015 Hon. 12. Ii. Mcdlcr, District Judge, Sir: Thodrand Jury, cmpanalod mi the 25th day of October, of tha prctcnt term uf Court having completed It walk, respect fully submits this following as IU final leport. Klght day havo been occupied In its deliberations; 03 cases have bean investigated; 127 witnesses have been ex amined; 280 day attendance ami 7108 miles traveled by witnesses have been allowed 73 True Bills and 22 No Hills reporttu, In several Instances, cases have been sent un for action by tho Grand Jury, that should have bcou ecttlocl In tho Jus- tiro Cdurt.'thls wo'lltl invo the Couiitv much unncceosary expense and the ends of Justice bo much better served During this session tha Investigation of cases has. In several instance, been seriously hinder ed and In some, results practically defeat ed by the failure of Justices of tho I'caro to furnish transcript of their dockets showing names of witnesses recognised, etc. Failures of this kind have orcured In White Oaks, Habcnton, Capitán, Ara bella, Picacho and Corona precincts. It has come to our notlco that a very largo number of prisoners, several held "for serious crimes, have been allowed to esrapo from tho Jail during tho past year None of tinte escapes, we understand, were effected through llio use of force or violence but solely through the carelessness of the employees of tho sheriff's office. In this connection we.deslre to recommend that a suitable fence be erected around tne Jail as a precaution both against tho ecaie of prlaoueri and the approach cf persons from the outside. Wo, suggest that a suitable and Jr lusuent scictn ba plsxedatnund tiro toll In the Jail. The thin calico cnrtrln at prcnent in use for this (íurposo does not secure proper privacy and wo recommend that a substantial screen With door bo will In anil maintained in proper condi tion tu secure the usual toclution . , Within the past few months, many of tho public roads of the county havo been fenced up. In mot Instances gates have liccn provided, but la many places the roads have been entirely obstructed by these fences. We recommend that this matter bo energetically taken up by tho proper authorities and the road ways of the county kept open . A number of witnesses were examined concerning tho violation of the Sunday Law, and the sale of liquor to minors. We find that It is very difficult to secura evidence In these cases. We believe that an -active enforcement of these laws by tho proper officials would result In a material ad vancoment of the Interests of the com Hiunlty, It lias come to our notice that the' con dition of the ' public school building In Catrizoto, Is very Unsafe. The windows fcf the ' éhllre ' building are covcrod with solid, heavy wlro screens the removal of which would be Imponible from the Inside of thn building In case Ore A part uf tho doors opening Into the school rooms swing In Instead of out tinder prbsent conditions, the building would prove a veritablo death trap case of flro or panic. We recommend that the proper officials and tho community aecuro the Immediate erection of proper fire eirapcs connected with every room hi the building. We desire to thank the county odlclals Intel preterm and bailiffs for the, courtesies shown us and especially our District At torney, for the efficient help he has render ed di In our walk. Various committed were appointed examine the olllces of tho different county olllcials and their reportante attached and mado a part of this final report. Respectfully submitted, J. V.
