BUFFALO Aug Arrangements
have been completed for a tour of all
the great lakes by the rivers and har
bors committee of the house of repre
sentatives and the committee on com
merce of the senate The journey will
be begun at Buffalo harbor The pur
pose is to afford the legislators an op
portunity for observing the great need
of mure commodious harbors at the
centers of tratllc and also to see the
methods by which the work In this line
now being done by the government Is
advanced Nothing could better Im
press on the minds of the committees
the necessity for government work
nt most of the larger harbors than ac
tual contact Irobably the enlarging
of some of the ports will be a novel
and interesting sight to the visitors for
comparatively few of the population
of the United States know of the work
which is constantly being done along
the lakes
Great mechanical inventions skilled
labor and notable Industries are con
cerned In the making of a harbor
Genius and experience travel hand in
hand and as in all other manifesta
tions of effort and energy there Is evo
o lution incidental to the passing of
years
Millions of dollars are required in the
building of a suitable lake anchorage
and docking place This vast amount
must be expended by the immense
companies operating at these ports the
national government and the city In
which the harbor is located
The government erects the piers at
the entrance of a harbor and places
light houses thereon digs the main
channel into port and constructs
breakwaters out into the lake Dock
companies dredge their own channels
leading from the deepened water and
build their own docks All this must
be finished before machinery and other
facilities can lie utilized and before
connecting railroads can receive a
pound of the products which are car
ried by water
Channels are constructed by means
of dredging There are dredges for
soft earth dredges for hard and stony
earth and others used solely in the re
moval of rock All are massive ma
chines requiring a crew of operators
proportionate to the character of the
work They operate rapidly but It
should be remembered that much times
is needed to carry away enough dirt
to allow a vessel drawing IS feet of
water to enter port safely Therefore
the dredge often seems like a fixture
to the uninitiated as It may be seen
day after day In the same location
The kind of earth encountered de
termines the length of the process
Soft lake bottom Is often removed with
dredges having a succession of small
scoops fixed on a belt cblch as it re

ward to the ground which later is to
be the site of docks
The dredge utilized In the digging
of bard earth and rocks Is equipped
with one huge scoop which Is forced
down In any desired position with the
Iron jaws open Then the scoop Is
closed and its load of mud and stones
weighing sometimes more than a ton
Is lifted over a scow anchored near by
and relieved of Its burden The scow
when filled Is towed by a tug far out
into the lake and there Its load Is
dumped
Pile driving Is next to dredging
the most important work In connection
with harbor forming Channels can
only he maintained when the earth at
cither side Is held from caving In This
s accomplished by driving strong posts
or piles Into the ground and then brac
ing them with heavy strips fastened
by bolts from one pile to another The
pile rivers used In channel making and
dock building stand from 00 to 100 feet
In height They lift the pile put It In
place and then from the extreme top
of the machine a weight of some 2300
pounds drops striking the head of the
post two or three times a minute forc
ing It Into the ground
Breakwaters and piers are built by
sinking what are known as cribs to the
bottom of the lake near the shore
and on these placing a superstructure
Cribs are made on the order of large
packing boxes which when completed
are sunk with stone fillings Break
waters are built a few hundred feet
from the ends of the piers In time of
storm they break the force of the
waves and thus a vessel can pass Into
port between them In safety
The evolution in harbor work Is espe
cially noticeable in breakwater build
ing In the future they are to be
built entirely of stone This will make
them more durable and decrease the
possibility of bars forming near the
