Order for Sale of Road and Hospital Bonds WHEREAS at a meeting of the Board or Supervisors of Mohave Coun ty, Arizona, held April 15, 1920, said Board ordering the holding of a special election in said County for the purpose of submitting to the property tax payers, who are qualified electors of said County, a proposition to issue $300, 000.00 Road Bonds of said County, the proceeds of said bonds to be used for the purpose of constructing and improving public highways of Mohave County, Arizona, generally in accordance with the suggestions, recommenda tions, and report of the Mohave County Highway Commission, on file in the office of the Board of Supervisors of Mohave County, Arizona, and a proposi tion for the issuance of $80,000.00 County Hospital Bonds of said County, the .proceeds from the sale thereof to be used in the construction of a County Hospital together with the necessary equipment and grounds therefor within said County, and WHEREAS, more than a majority of the property taxpayers who voted at said election, voted in favor of the issuance of said $300,000.00 Road Bonds and said $80,000.00 County Hospital Bonds, and WHEREAS it is now the duty of the Board of Supervisors of Mohave rmmtv. in the State of Arizona, to provide for the issuance of said bonds. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPER VISORS OF MOHAVE COUNTY, STATE OF ARIZONA: SECTION 1. There shall be issued and sold, $300,000.00 Road Bonds of Mohave County, Arizona, dated June 1, 1920, payable serially in numerical order, $10,000.00 on June 1 in each of the years 1931 to 1935 inclusive; $15, COO.'OO on June 1 in each of the years 1936 to 1945 inclusive; and $20,000.00 on June 1 in each of the years 1946 to 1950 inclusive, bearing interest at the rate of Six per centum per annum, payable semi-annually June 1 and Decem- TlAV 1 SECTION 2. Said bonds shall be signed by the Chairman and Clerk of the Board of Supervisors and shall have the corporate seal of Mohave Coun ty affixed thereto, and shall have coupons for interest attached, said coupons to bear the fac-simile signatures of said Chairman and said Clerk, and said bonds shall be in substantially the following form, to-wit: UNITED STATES OF AMERICA STATE OF ARIZONA MOHAVE COUNTY ROAD BOND No . $1,000.00. MOHAVE COUNTY, in the State of Arizona, acknowledges itself indebt ed and for value received, hereby promises to 'pay to bearer, the sum of One Thousand Dollars ($1,000.00), on the first day of June 19 , with interest thereon at the rate of six per centum per annum, payable semi-annually June 1 and December 1, upon presentation, and surrender of the respective coupons hereto attached as the same become due and payable, both principal and in terest being payable in gold coin of the United States of America, of the pres ent standard weight and fineness, at the office of the County Treasurer of Mohave County at Kingman, Arizona, or at the Seaboard National .Bank in the City of New York, State of New York, at the optio nof the holder. This bond is issued for the purpose of constructing and improving pub lic highways in Mohave County, Arizona, under the authority of and in full conformity with the Constitution and statutes of the State of Arizona, in cluding among others Chapter 31 of the Laws of Arizona, 1917, and acts amendatory thereof and supplemental thereto, and pursuant to the authority conferred by the vote of a majority of the property taxpayers who are in all respects qualified electors of said County, voting at an election duly called, held and conducted in said County, on the eighth day of June, 1920, the re sult of said election having been ascertained and the returns thereof made, filed, reported and recorded s required by law. This bond is exempt from taxation within the State of Arizona. It is hereby certified, recited, and declared, that all acts, conditions and things, required to exist, happen or be performed, precedent to and in the is surance of this bond, have existed, have happened, and have been performed in due time, form and manner as required by law, and this bond, together with all other indebtedness of Mohave County, Arizona, does not exceed any limit prescribed by the Constitution or statutes of the State of Arizona, and provision 'has been made for the levy of annual taxes for the pyament of the principal and interest of this bond, as the same become due and payable. . While said bonds or any of them remain outstanding and unpaid, there shall annually be assessed, levied, and collected, upon all the taxable property of said County, in addition to taxes for State and County purposes, at the same time and in the same manner as other County taxes are assessed, levied and collected, a tax sufficient to pay the interest on said bonds when such interest shall become due, and said tax when collected shall constitute a fund for the payment of the interest on said bonds, and shall be called "Road Bonds of 1920 Interest Fund." SECTION 5. While said bonds or any of them remain outstanding and unpaid, there shall annually be assessed, levied and collected upon all the taxable property of said County, m addition to all other taxes, and at the same time and in the same manner as other County taxes are assessed, levied and collected, a tax sufficient for the pui-pose of redeeming said bonds when the same shall mature, and all money derived from the levy of said tax when collected, shall constitute a fund and shall be called the "Road Bonds of 1920 Redemption Fund" and shall be used for the redemption ol said bonds as the same become due and payable. SECTION 6. There shall be issued and sold, $80,000.00 Hospital Bonds of Mohave County, Arizona, dated June 1, 1920, payable serially in numerical order, $3,000.00 on June 1 in each of the years, 1931 to 1940 inclusive, and $5,000.00 on June 1 in each of the years 1941 to 1950 inclusive, of the denom ination of $1,000.00 each numbered from 1 to 80 inclusive, bearing interest at the rate of six per centum per annum, payable semi-annually June 1 and December 1. SECTION 7. This bond is exempt from taxation within the State of Arizona. While said bonds or any of them remain outstanding and unpaid, there shall annually be assessed, levied and collected upon all the taxable property of Mohave County, in addition ot the amount of taxes which now or", may hereafter be authorized by law for State and County purposes, and' at the same time and in the same manner as other taxes are levied and collected in said County, a tax sufficient to pay the interest on said bonds when such interest shall become due, and said tax when collected, shall constitute a fund for the payment of the interest on said bonds and shall be called "Hospital Bonds of 1920 Interest Fund". SECTION 6. WHEREAS at a regular meeting of the Board of Supervisors of Mo have County Arizona held June 21, 1920, this Board authorized the issuance of $300,000.00 Road Bonds of said County, and $80,000.00 Hospital Bonds of said County. BE IT THEREFORE RESOLVED AND ORDERED, that said bonds shall be sold upon sealed proposals at a meeting of the Board of Supervisors of Mohave County, to be held on the 5th day of August, 1920, at ten o'clock a. m., and the Clerk of the Board of Supervisors is hereby authorized and directed to cause a copy of this order to be published once a week for at least four consecutive, weeks, in the Mohave County Miner and Our Mineral Wealth, a newspaper published in the City of Kingman, the first publication of this order to be not less than twenty-eight (28) days prior to said 5th day of August, 1920, and said Clerk is hereby authorized and directed to publish in a financial paper1, a notice that sealed proposals for the sale of said bonds will be received by the Board of Supervisors of Mohave County, on said 5th day of August, 1920, said notice to be in substantially the following form, to-wit: MOHAVE COUNTY, ARIZONA ROAD BONDS, $300,000.00 HOSPITAL BONDS, $80,000.00 EXEMPT FROM TAXATION Sealed proposals will be received by the Board of Supervisors of Mohave County, Arizona, at its office in Kingman, Arizona, on the 5th day of August, 1920, at ten o'clock a. m., for the following issues of bonds of said County, to-wit: $300,000.00 Road Bonds, dated June 1, 1920, payable, $10,000.00 on June 1, 1931 to 1935 inclusive; $15,000.00 on June 1, 1936 to 1945 inclusive; $20,000.00 on June 1, 1946 to 1950 inclusive. The chamber of commerce has joined with Charles Butters, mining expert of New York and San Francisco, to pro mote the formation in Mexico of an association of silver mine owners and silver producers to rebuild the aband oned mints throughout the nation and thus bring about once more the free and unlimited coinage of silver. Mr. Butters states that if the oldtime minting plan is re-established it will mean that Mexico will coin 500,000, 000 ounces of silver. The mining expert has extensive interests in mines in Mexico, Salva dor and Nicaragua and is known for his introductjon of the cyanide re duction process in Mexico. He says that the greatest need in Mexico to day is small change and "hard nton ey." The revolutions and the world war says Mr. Butters have stripped Mex ico bare of silver coin. In its place he says is a vast quantity of paper money issued by the varying govern ments as fight money. He blames the great flood of paper money in Mexico for most of the suffering in that nation in connection with the various revolutions. His plan, backed by the Nogales Chamber of Commerce, is to have the old mints rebuilt and placed in operation by the association of sil ver mine interests at the cost of the association and place the mints in operation. Then the costs of the re newed mints would be recovered by the association from the mint profits over a course of years. Upon the paying out of the capital charge ins restoring the mints, they are to be re turned to the Mexican federal gov ernment as its property. The system, according to the sil ver mine experts has threefold, ben efits. First it will at once restore to Mexico the "hard money" and small change needed by merchants, banks and businessmen and now lacking. Second, it will provide a permanent primary market at home for large amounts of silver produc tion. Third, it will stabilize the sil ver market because the Mexican home requirements will take up a great quantity of silver now export ed and sold on the speculative mar ket through San Fjancisco to the Orient. Also, this will serve to sti mulate silver production because of thus raising the primary market price for the semi-precious metal. President Bracy Curtis of the Chamber of Commerce has named a, committee of prominent men to taW up the mint proposal with General AWt j varo Obregon on his impending visitV-.' to his home in Nogales, Sonora, in this month. Meanwhile the proposition will be submitted by the Nogales Chamber of Commerce to the civic bodies of all other border cities and the officials of border states. Disappearing Mountain at Copper Queen Mine At the outset of the Sacramentlu steam-shovel operations at Bisbee.'of1 the Copper Queen branch of the Phelps Dodge corporation, the total amount of waste to be removed be fore the production starts which will be early in 1921, was 6,167,000 cubic yards. Of this 4,370,000 cubic yards was removed by the end of April so that 71 per cent of the waste ship ping necessary before production starts was then complete. It is ex pected at present that steamshoTfeL , operations will be ready foivftteaify production early in 1921. "V It is estimated that the new"niill for handling the concentrating ore from the steam shovel pits will also be complete very early next year, the exact month being dependent on the supply of labor during the remainder of the year and also on steel deliver- gilt ca Large Shipments Cantaloupes Cantaloupe shipments from the. uiver Valley July 16 were 57 loads, according to the bureau of kets report issued by the Mesa cham ber of commerce last week. For the first time since the opening of the season on July 1 the daily report states that hauling to shipping points is decreasing. Condition and quality of the fruit is reported as good. Sea son shipments to July 16 were 835 carloads.
