ASTORIA, OREGON: FRIDAY- .DECEMUEj; 7. 18S3 PUBLIC NECESSITIES. It has been well said that all citi zens should be politicians, and in one sense successful ones. They should take an interest in the public affairs, intelligently, shrewdly and vigorous ly so. They should manifest the same concern in the selection of officials and the establishment ot the policy of the country and in the ad ministration of public departments and the welfare of the masses that the conscientious ruler in a mon archy should, who feels his responsi bility and does not delegate his powers to the unprincipled class, for here the citizen is the ruler, and the aggregate judgment of citizens form the edict of the only sovereign we re cognize. Eightly viewed and rightly pursued then, political action, poli cies and contests being a necessity in our form of government, should be engaged in by every true citizen. Politics should form a portion of l.iis study he cannot afford to permit a class in which he lias no confidence to usurp his right in this respect, or to absorb his privilege. The citizens whose integrity is of such a delicate character that they dare not become active in the political field for fear their white robes may be soiled, and who will not act with those who deem politics a part of the governmental demanding the thought, ;ittcntiou aud control of the conscientious, are of the class that will, when occasion offers, manifest viciousness and dis honesty in any walk, and do not need the opportunitcs political activity affords to become pronounced scoun drels. We invaribly suspect the citizen of insincerity who de clares that the filthy pool of politics is too miry for "him."' If it is foul it is his bounden duty to bend his energies to its purification, and no other agency will accomplish it Because the temptations in political life are very great, because the vic ious and unprincipled avail of the op Iorluuitics offered, because the pro fessional office-seekers make politics a trade and sink self-respect and prin ciple in the business, are precisely the reasons why a lofty standard ot citizenship should be set up, aud evcr effort made on the part ,of non professional politicians to maintain it. We want open, honest, courageous engagement in politics by men who realize that the community has some claim upon them, and that to it they owe a solemn duty which is continuing and never to be discharged. By such, machine poli tics may be reduced to the minimum of influence, the vicious and unprin cipiea do unven into obscurity or compelled to acknowledge the power and domination of the right-thinking and sincere. The men who are so pure and so fearful of contamination that they must needs draw themselves from politics and leave the field to the professional, the boss and the wire puller, are the men who are primarily and finally responsible for the degradation of xlitics, and whatever ot evil that m consequences may be visited upon the country. The annual report of the director of the mint shows that the total amount of gold mid silver received and worked during the year was $S7,75S,15, of which 19,115,550 was gold and S3S,G12,595 was silver. The coinage consisted ot 9S.GGG703 pieces. wortli SbG,'2U0,70o. Of this amount $28,111,119 was in standard silver dol lars. The total amount of fractional silver in the country is 235,000,000. The earnings of the mints during the year were 5,215.509, and the ex , penses S1,72G,285. The total value of the gold and silver wasted-at the four coinage minis was $30,0Si, wh'ilej there was a gain from surplus bullion j recovered amounting to $72,G5S. The j director estimates the total coin cir culation of the United States, on July 1, 1883, at $705,000,000, of which $537,000,000 was gold and S22S,000, 000 silver. The estimate on October 1, 18S3, was $514,512,099 of gold, and $235,291,623 silver. Is an article on local unity of states, the Oregon tan takes the ground that the best interests ot the northwest require different division of state territory from the present system. The idea in. the main is to follow geographical lines, and to unite those sections that have pre sumably common interests. It sug gests that the part of the present state of Oregon west of the Cascades bo one independent state, western "Washington another, eastern Oregon toUi contiguous portions of Idaho and Montana another, and eastern Washington with a portion of Idaho another. The idea is a good one, but , invadvance of the times. Some day, when the population justifies it, there will be a division more in ac cordance with existing requirements. Bills were introduced in the sen - ate last Wednesday providing a terri torial form of government for Alaska, and the establishment of schools there under the management of the Indian department. The Chehalis Vidette is one of the most successful newspapers on the ) coast. The boys struck a bonanza on land office notices. Taooma thinks it is on the era of another boom. Ik the senate last Tuesday Senator Slater introduced a bill to repeal Northern Pacific land irrants. It confirms to the company all lands earned by the construction of any portion ot the road, but restores to settlement or sale several millions of acres in Washington and Oregon,being applicable to that portion of the line west of Wallula Junction. The right of settlers on odd sections, is pre served, by allowing them to enter upon homestead or pre-emption laws, or purchase not more than 1G0 acres at $1.25 per acre The Transcript thinks that Olym- pia should push the memorial ihat the territorial legislature passed, asking congress for $75,000 for the improvement of that harbor. The New Orleans Pieayiinr thinks "good common sense is bet ter than a college education.' Of course it is, and a good deal rarer and much harder to get. Seattle is to have a new opera house.
