Dear Sir In view of tho strained relations existing in the council over the appointment of city attorney, in view or the ernbarassment and ungentlemanly treatment to which it has subjected your honor. In view of the fact that tho transaction of tho city's business is being Hcrlously Interferred with, and the council brought into publio disgrace by the infamous conduct of certain of Its members, I deem it my duty, at this time, to withdraw from tho posi tion of acting city attorney, and to request that my name be not again mentioned as an ap pointee. While I feel perfectly secure in my position and fully reali.o that the "Hadsall-Linglo Gang" cannot dislodge me, yet my friendship for your honor is' too genuine, I am too good a republican and citizen of Owosso, and havo too much respect for myself, to desire to retain a position In tho face of opposition so unseemly and unreasonable, that the business of the city Is neglected, decency common to all except tho most ignorant, 1s forgotten, und everything made subordinate to passion and prejudice. My ambition to bo city attorney was perfectly honorable and worthy. And every effort I havo made to obtain that position has been equally honorable and worthy. My experience and suc cess as a lawyer have made me both eligtble to, and competent to hold that oftlce. Surely the city would not be the looser In exchanging an Insurance agent for a lawyer. I wish to express my gratitude for tho confi dence and support given me by your honor and the four gentlemen of the council. And I feel that in withdrawing my name 1 am partially repaying your kindness by relieving you and them from tho insults and pyrotecnio displays of Statesman Linglo. On the outside. Woodard, of the city of Owosso, party of the Urst part and said city of Owosso, party of tho second part that said party of the lirst part agrees to furnish to the said party of the second nart, all tho side walk lumber required by said party of the sec ond part for a term of one year from tho first day of June, lS'.'O, at the rate of nine dollars and seventy-live cents ($9.75) per thousand feet. Said lumbor to consist of No. 1 hemlock plank, dressed on one side, and hemlock stringers 4x4, all said lumber to bo seasoned aud drv lumber, und shall be in good and sound condition, satis factory to tho committee on streets and side walks and to the street commissioner; said lum ber to be delivered free of charge to any part of the city w ithin 6 hours notice, and all rejected lumber to be hauled back free of chargo by said party of the lirst part, and to bo credited to said party of the second part. Sec. 1. Tho Common Council for and of the city of Owosso ordains that it is a necessary puolio improvement that said Morris street be tween said Mack and Lynn streets bo graded, and that the estimated expense Is twenty dol lars, and that said sum of twenty dollars be as sessed upon all lots and parts of lots fronting on said Morris street, that being the portion of said city claimed to be benelltted by said grad ing. SEC. 2. Said grading shall be done under tho direction and supervision of the committee on streets and sidewalks, of said common council. Sec. 3. The board of special assessors, con sisting of the city surveyor, Geo. W. Mclcllan and Lawrence Hamblin, duly appointed by the mayor and conilrmcd by the council, are hereby directed to make assessments u.ion all such lots and parts of lots fronting on said portion of Morris street, hereinbefore designated of said sum of twenty dollars, In proportion as near as may be, to tho advantage which each shall, by said board of special assessors bo deemed to acquire by the grading of said street and im provements thereof. Sec. 4. Should any member of said board of assessors be directly Interested in said named improvement, then it shall bo the duty of tho other assessor or assessors to appoint some other person or persons to act in his or their stead in making the assessment, and who, for the purpose of said assessment shall be a mem ber or members of tho board. Whereas, largo numbers of men are without employment, and are dally applying for work, and whereas by reducing the hours for labor, thereby giving more people employment and equalizing the money that is paid out by the citv for highway and other purposes, therefore belt Resolved, by the common council of the city of Owosso, that tho hours of labor done on the streets and highways for tho city bo fixed at eight hours per day, and that the sum of fifteen cents per hour for a man, and twenty-five cents per hour for a man and team, be paid for all work done for tho city. Mr. C. S. Williams came before the council and stated that the plans and specifications for repairing the reservoir had arrived, and that tho board of publio works would like to meet the council and arrive at some conclusion as to what was best to be done in this matter. It was moved and supported that council have a special meeting on Tuesday evening, June 2, to confer with the board of publio works. The mayor appointed Georgo Griffith, as deputy marshal. It was moved and supported that tho appointment be confirmed; ayes 7, nays 0. The mayor appointed S. S. Minor as city at torney. Which was called for the purpose of looking over the plans furnished by G. S. Williams, civil engineer, of Detroit, for repairing the new reservoir, and to decide upon' the most feasible plan to make same water, tight, which was discussed by the Board of Public Works and mem bers of the council. Kesulved, by this council, that tho Ilourd of Public Works be and is hereby instructed to repair the reservoir as thev deem necessary. Said work to be done by day labor, they employing a competent engineer to superintend the eame. It was moved and supported that tho mayor appoint a committee of three to work in conjunction with the Board of Tublic Works and report at the next meeting or eooner if thought advisable to call one. The Woman's Auxiliary Elects Officers and "Toasts" the Y.M.C.A. Directors. The Woman's Auxiliary of the Y. M, C. A. held its annual meeting and recep tion to the board of directors on Monday evening at the home of Mr3. G.T. Camp bell, corner of Water and Williams Sts. The annual reports showed that the work of the society had been successful during the past year, and gave promise of still further usefulness during the coming year. The election of officers resulted in the re election of the old officers as follows: President, Miss Turner; vice president, Mrs. II. Kirk White; secretary, Miss Ha vens; treasurer, Mrs. G. B. Ililler; direc tors, Mesdames J. W. Simmons, A. M. Hume, L. Flickinger and Miss Gates. A short but highly entertaining pro gram followed the election of oflicera. A vocal eolo by Mrs. 11. E. Travis, and a duet by Messrs. C. C. Dull' and J. B. Mc intosh, were finely executed and hearti ly encored, as wero also a recitation by Miss Gates and a violin eolo by Miss Ferry. At the conclusion of this program small tables were brought into the rooms and ice cream and cake daintily served. Then came the post-prandial portion of the program which was at once unime and decidedly captivating. The gentlemen present were corraled in the dining-room, not one was allowed to escape. Miss Ha vens, chairman of tho committee, stated that, it being leap year, the usual order bad been reversed, and the ladies had furnished the banquet and now proposed to toast the directors; heretofore the direc tors had done the toasting at these meet ings. Accordingly Mrs. A. M. Hume was caneu upon to responu to me toast, "The Board of Directors," a duty which Blie performed, after the most approved manner. Itesponding to a todst, tho speaker said, was out of her usual line. If 6he had been asked to furnish a cake or a loaf of bread she would be right in it, but such was not the case in her pres ent position. When asked to respond to this sentiment she was informed that a married woman was required and as she answered that requirement she had been induced to accept. One of her friends told her the toast fchould bo flowery, that she should give the directors tally "pour it on so thick it will run nil ovfr." Thru. too. the trtnst. should contain strength and at the same time be sharp and to the point. To merely say that Mrs. Hume followed these suggestions would convey no idea of the real merit of the toast. Instead of using the conventional manuscript, she liad her toast in a bundle, which she placed on the table and opened. First, a slice of toasted bread M as brought out then the flowery portion followed, and each centleman was presented with a pansy. Tho taffy part of the toast was supplied by kisses those wrapped in pa? per tho only kind, the speaker averred, the Auxiliary dealt in. In order to get enough taffy to "run all over," a box of honey was extracted from tho toast bun dle, and tho speaker started for Supt. Simmons' head, but by dexterously throwing up his hands his head escaped, and he secured the honey intact. The strength of the toast was furnished by two email but exceedingly powerful on ions. The gentlemen admitted the toast was sharp and that they saw tho point when pins were furnished them with which to fasten the flowery portion of the toast to the lapel of their coats. It was the consensus of the opinion of all present that tho toast was flowery, strong, sharp and to tho point, and at tho same time amply supplied with taffy. All in all the meeting was very enjoya ble and tho Woman's Auxiliary has plac ed tho Association under renewed obliga tions to it.
