Under the deceitful guise of popular sov ereignty, as defined to be the right of the people acting under the promptings of a high civilization and a permanent society, to regulate their own institutions in their own way a right which none in this coun try dispute the democratic party has in augurated and riFeted npon the country, the sophistical and ruinous doctrines of Alien Suffrage and Squatter Sovereignty. Under the still more deceitful claim to na tionality as a party, an under the tox ei preterea nihil professions of peculiar friend ship for the South and its institutions, the same party has betrayed the true interests of the South and the Union into the hands of its adversaries and is now ministering to its overthrow, by a thorough sectionali zation of the country. Urged on by an ardent lust for power and plunder, reckless of everything, save party supremacy, it has been eminently successful in formenting strife, and in uniting extremists of every section in their fanatical crusade against the vital interests of the Republic. The unpriucipled duplicity of the leaders of that party, has so far developed itself that is beginning to be seen and felt by the most casual observer of political events. In nothing, perhaps, more than in the question of Slavery as related to the erec tion of the present territory of Kansas into a State, has the truth of these remarks been more palpably manifest. To the de mocracy belongs exclusively the infamy of conducting the disgraceful affairs of this unfortunate territory, from first to last; and to them will belong the deep indignation of the people of the South on account of being chiseled and intrigued out of the rights of citizens, in going to and mould ing the institutions of that territory. During the last Presidential contest this party proclaimed that it alone was the guardian and protector of Southern rights in the territories. It was successful, and now let us see the verification of its pro fessions. The first subject to -which the attention of the new Chief Executive was turned, after the primary one of dividing the spoils, was that of Kansas. Happily the disturbances which had erown out of the never to be-pardoned blunders of his predecessor, had been tranquil ized. The Legislature of the territory had met, and passed a law, providing for taking the cen sus, and the election of delegates to a convention to form a State constitution. This act had stipulated that this conven tion should fairly reflect the sentiments of the bona Jult residents of the territory, by declaring that no person should be allowed to vote for delegates, who had uot been a resident for three months prior to the elec tion, and who vas not a citizen of the United States. This had, as far as it was possible, put a quietus upon alien suffrage and squat ter sovereignty. This did not, of course, suit the "Free Kansas" supporters of Mr. Buchanan in Pennsylvania and other Northern States, aud hence, a trick must be resorted to, to satisfy the democracy of the North and at the same time hoodwink the democracy of the South. An expedient, was ready. The President's Inaugural "a political love-letter, written in the raptures of the honey-moon," says one of our demo cratic exchanges furnished the specific. Squatter Sovereignty was passed tenderly over, and alien suffrage was introduced in to the family, with every mark of affection and regard. It was christened from the East Portico of the National Capitol, aud Southern democrats threw up their hats and shouted Io Triumph This was well. The next article in the programme was to secure a proper instrument to execute the plot. This was more adroitly done than anything which had gote before. RouEiir J. Walker, a Pennsylvaniau by birth, lor mauy years a resideut at the South, but latterly a resideut by choice, of Black Re publican New York, and a man of no mean ability, was deputed to the Governorship; F. P. Stanton, also a native and long a resident at the South, Secretary of State. So indispensable was the appointment ol Walk er, to the success of the scheme, that uo refusal could be heard. Thus is the South silenced. By this process the wool came down over Southern eye, with all the softness and gentleness of the cygnet's down. Gov. Walker accepts; but owing to his operations in Wall Street, was un able to leave for the scene of his duties till the 1 1th of May. Stanton goes out as the avaunt courier, temporary governor. He writes an address to the people, pledg ing himself and the Governor, to carry out the inaugural, that "it is the imperative duty of the government to secure to ertry resident inhabitant, the free ami independent expression of his opinion by his rote." With this un derstanding the N. V. Post, the Pittsburg Journal, and other Black Republican jour nals, express their entire satisfaction at the turn thingi are taking. Some of their short-sighted papers, not looking beyond the narrow horizon of the the present mo ment, raise a feeble out cry against Walk er's apKintmeut ; but those of better ability, ere that Mr. Bixhanax is doing the work, as well as they themselves could do it. This is the solution. The election of delegates to the Kansas constitutional con vention, takes place the third Monday in June next. No one will be allowed to vote, except bona fide resident lor three mouths, next before the day of election, tbey being citizens of the United States. Thus tbe law of the Territorial Legislature is complied with, and uo one has a right to complain. The Convention meets on the firs! Monday In September uext; and it frames a Constitution, allowing slavery, if yoa please. This Constitution is then submitted to the people for ratification or rejection. Every body is now permitted to vote, who U a "resident inhabitant," whether of three Lours or three diys, or three yearn, whether ho is aa alien or citi zen. Who can doubt the result? This would make another conven tion necessary, and at the end of another year, the free-soilers would likely have the field to themselves. Since the delivery of the President's inaugural, the emigration from the northern States has been flocking to Kansas in countless thousands.' It has been even so great that a commercial crisis is seriously feared, and many individuals have suspended payment, on account of the withdrawal of capital, by this immense ex odus. These will not have votes in June," but they will have a voice in the adoption of the labors of the convention. Here then, is the practical operation and result of the alien suffrage and squatter sovereignty doctrines of the Southern democracy. They may disclaim or palliate their squat ter sovereignty, but it stands out too pal pably to be evaded. The Southern and trnlv national ground is, that the perma nent citizens of the territories, at the time they adopt their State constitution, being citizents of the Uuited States, having the same qualifications in the 'election of dele gates and in the ratification of their con stitution, and none others, shall fix and shape their own institutions. We now urge these views upon the attention of Southern democrats, and ask them how long they will be blinded by the empty declarations of reckless leaders, and forced by party allegiance, to sanction the'deliber ate pursuit of schemes, by which the South is to - be .virtually and inevitably disfran chised in -the enjoyment of the territorial domain of a common country? At Leav enworth City Mr. Stanton meets the pro slavery democratic leader, S ringfellow they embrace as brothers, and Stringfel low rises up immediately and makes a speech, wherein he proclaims the "first ob ject to be, to make Kansas a slave State, and, failing in this, strive to make it, as the next best thing, a demo cratic free State." And this "next best thing" is likely to be the result. Af ter the territory has been made free, by the most arrant free-soilers that could be picked np in all the North, the national South-loving democracy, turn about and ask them to become democrats. We have rarely witnessed a self-abasement equal to that of the democratic party, in its entire course in relation to the affairs of Kansas. We now believe that Kansas will be ad mitted into the Union as a free State, aud that it will have been brought about by the intrigues, duplicity and hypocrisy of that party towards the South. 3fR. 0.
