Soon after tbe last Legislature coavenerl, (October 11) resclution was introduced into tbo Ilonse cf Representatives, by the demo cratic member from ITenry county, Mr. Thatib, unconditionally approving tbe Kansas-Nebraska bill. It was referred to tbe Committee on Federal Relatione. On the 30ih January fol low ing, Mr. LoosgT, from tbe Committee, re ported on tbe Resolution of Mr. Teavir, and recommended resolutions in lieu (Messrs. Newman and Gilbeet from the Committee, dissenting) Tbe following are tbe Resolu tions: That of Mr. Travis reads: 'Resolved by the General Assemhlv of Tennes see, That principles contained in tbe Nebraska snd Kansas Bill, as passed by tbe Congress of the Uni ted Sttes, met our hearty approval, snd our Sen stors ic Congress sre hereby instructed, and our R. preservatives requeftd "to use all ho.ionble mens in their power to prevent the repeal of tbe sun, or tbe restoration ol tbe Missouri Compro mise." 'Rf solved, That so much of the 'Kansas and Ne braska Act S3 permits loreigners. before they are naturalized, toij y in tbe Tirritotiep, tbe rights of citizens, either by the exercise of suffrage, or by the acquisition of a hemestt ad upon tbe public do main, U unjust to our native b rn population, un wise as n matter of policv, and iu violation ol tne Constitution of the United States; against that part ol Buij Act we euttr our solemn protest. The vote was in effect, as between thee resolutions, the democracy supported and passed the former, the Americans voting against the former and for the latter slight ly amended. See House Journal, paget 89, 5G0, 871-2-3. A few days ago the Union. American in refering to these resolution, charged Coi. IIatton with being opposed to the principles of the Kansas-Nebraska Hill, as a whole. Now, we submit if the resolutions supported by Col. IIatto.v do not "acquiesce in" that act, bo fir as it declares a repeal of the Missou- ti Compromise, and the non-intervention of Congress on the subject of slavery in the terri tories; and protested only against the Squat ter Sovereignty and Alien Suffrage heresies that Lad been infused into it. These doc trines, according to the construction put upon the power of territorial legislatures, at the North, were a part of that act. These have betn pronounced odious and monstrous by all parties of the South. Upon the Squatter Sove reignty part, we showed from the debates in Congress (see our paper of May 16,) that Docolas ami his black republican colleague, TitrMBCi.L, construed the Kansas Bill precisely alike upon this subject. That Alien Suflrage was an element in that Hill, we have the testi mony of such democrats as Bctlkh, of South Carolina, Hrowv, of Mississippi, aud Clay, of Alabama, (published in our pa(er of jester day,) the last named going so fur as to say that he ft-lr. "it due to himself to confess that "he doubted the correctness of his vote in "jielding to the action of the Houseof Repre "wntatiyes, by which the Clayton amend- " metit to the Kansas-Nebraska bill was s'.rick " en out." While that bill was before the Sen ate, Mr. Clayton, of Delaware, otTired an amendment confining the right of suffrage to citizens tf the United States. The Senate agreed to it, and it was stricken out in the House, and it was his vote agreeing to this ac tion of which Mr. Clay doubted the correct ness. These ficts clearly show that Mr. IIatton did not, in the last Legislature, oppose the non-intervention principles of the Kansas act, nor the repeal of the Missouri Compromise And the attempt to place litn in a false posi tion be fre the people on this subject, is wholly at variance with that fairness, which, accord ing to our judgment, ought always to prevail in political discussions. UpoG the same course of reaouing we might charge the entire democratic delegation in the last Legislature, with having voted for Squat ter Sovureignty and Alien Suffmge, in opposing the resolutions reported by Mr. Liwney, as given above. Hut we believe that there were comparatively few of that delegitioa who believed io the propriety ot the doctrine; and although Gen. IIakkh has avowed that other most iniquitous doctrine of alien suffrage, we believe that the people will, with the mass cf the southern democratio Senators io Congress, re pudiate it in the moat emphatic terms. It may be as well for us to say here, that we regard the article of oor neighbor of the Cnhnand American, oa this subject, as an attempt to change the course of the paramount discussions f the canvass, and to divert the public mind from the issues wbioh he must fed ara depres sing him, his candidate and party. We can not consent to let this le done; as we aunouu ced in the beginning, we shall stick to the issues ourselves, and we most not he expected to follow hi. a in any ol his by-pith r amlliog or to engage in a guerrilla warfare ujsoa imma terial pviuts. The reader would infer from this that the resolution denounced tbe repeal of the Mis souri Compromise as a "detestable heresy," &c, but such is Dot the fact. Tbe resolution only denounced what true Southern Rights men of all parties regard as a monstrous doc trine, worse even than Wilmot, provtsoism. Here is the resolution. It speaks fr itself: Resolved, That we regard "SQUATTER SOVER EIGNTY," or in other words, that provision in tbe Kansas-Nebrsska bill, under wbicti the right is claimed for tbe territorial legislature to impose upon siid Territories the odious and tWtit prin ciples of the Wilmot proviso, es at'stilHt heresy. and a pci'$ of radicalism not only inimical to the i, it Uw ions of the South, but at war with the tpirit of the government ttt-lf. Will the Union and American now under take to say that the doctrine of "Squatter Sovkreigstt' i$ not a "detestable heresy" as declared by the resolution? Why, the Union and American itself has denounced ''Squatter Sovereignty" as "incompatible with the Con stitution," "a doctrince of all others most odious to the South." Mr. Calhoun also de clared it the "most monstrous doctrine ever advanced by an American statesman," as "worse than Wilmot Provisoism." MesfT. Can., Douglas, Toner, and other Northern leaders of the Democratic party, and even Gov. W. Jones, of Tennessee, have asserted that this doctrine was incorporated in the "Kansas bill." Why, in view ot these facts, we ask, should not Mr. IIatton, and all true- hearted Southern men denounce this feature of the bill? J3f"The Editor of the Union and American attempts to place himself in a position to strike down Bob IIatton for voting for the revenue bill of the la.t Legislature, by ex cusing his own vote for the portion of it cre ating the office of Asseseor, on the ground that he did so to make the bill ol jectionable, and cause its dtfeat. Well, then, why did Donelson, of Sumner, vote fi r that portion of the bill? Did he have a similar teasoi,? Tell us, neighbor. If he did not, your blows fall with as much vigor and effect upon him, as upon our Bob. Don'torye to answer us. It is important that Donelson 6hould be placed right before his constituents. Tlempbla municipal Elections. We learn from our Memphis exchanges that, at the recent municipal election in that city, the whole American ticket was elected with one exception. The independent candidate for Wharf Master, A. LT. Avery, Eq., of. the Bulletin, was elected by a small majority, som ) thirty odd, over Mr. Wolfe, the Ameri can nominee. As the opposition ticket was a "majority" affair, got up to catch old line whigs and etraggling Americans, the success of the American ticket speaks well tr the enter rise and loyalty of the party. We shall look to Memphis for a handsome gain iu August. fifWe have received a copy of the daily Galveston Herald, & new paper just started at Galveston, Texas. The proprietors are Messrs. Cherry, Copeland, A. W. and J. J. Dunn. The Diinns are natives of Duntsville, Ala. He occupied bis time, and resumed his seat on the stand, without exciung a particle of visible enthusiasm in the bosoms of bis few parti sans in this region. Uotton then arose, and the packing of the crowd close around him, tbe perfect silence that aeemed as if by magic to still the multitude, attested the profound interest with which be was listentd to. Before be had concluded, so completely did be demolish his competitor, so triumphantly did be vindicate tbe principles of the American and Whig party, that the crowd, (I say ( crowd for nineteen' twntieth$ of the people constituting tbe same were Americans,) fully sati-fied, exhibited in their smil ing countenances, that all was ts they had before anticipated. Harris had been heralJed to us as a very UoHith, but he bad evidently met bis David Uatton's advocacy oi the Pacific Railroad Policy, ot' American Suffrage, of tbe Land Diflribu'ion, in fact, of everything that so distinpui-hes his glorious party from tbe democrat'c faction of the country, was overwhelmingly sucseesful.
