Now, we presume no candid observer of Kansas affairs, believes that the policy of Gov. Walker is not sustained by the admin istration; and we hold that it is unj;ist to denounce the servant and permit the mas ter to pass without censure. The Walker Kansas pol:cy, we are satisfied, was ar ranged at Washington, with the advise and consent of tlie President, with a view to counteract the movements of the black re publicans in the territory, and to make Kansas a sham democratic free State. It was no doubt argued, and correctly, that the result would be the salvation of the sham democracy, North, and the dis comfiture, if not annihilation, of the black republicans. The intrigues of the plotters asain.-t Southern Ilights in the territory have been thus far partially successful Kansas has been rescued from the grasp of the "Border Humans," and though not in the possession of the sham democracy, has been given over to their twin brothers the Free State men. For this consumma tion, the administration is responsible, and the denunciations of cheated Southern par tizans should be hurled against the author ities at Washington, instead of the pliant satraps in Kansas. No man, or set of men, are entitled to the confidence of the South who condemn the instrument but uphold the hands that ply it. The South has been most villainously cheated and de frauded, in every phase of the Kansas swindle. Her rights have been used as a foot ball for the amusement of sham democratic leaders in their intrigues to get possession of the government, and to distribute the spoils. We have no faith in Mr. Stephens or any other politician, who prates now abcut the rights of the South in Kansas, and tries to hold tlie principles of the Kansas-Nebraska bill up as a bond of un ion for the people of tho South. To the S -uth that bi!i, as construed and executed by those in power, lias proved but a shell whose contents are rotten and offensive. Let it g. Let those wuo supported it ni good faith, upon an honest interpretation, wash their hands of it renounce it un til it ceases to be rendered an instrument of oppression and fraud upon our section of the Union. Geo. Robertson, of Ky., has written a series of articles, for the Nation al Intelligencer, in defence of the Missouri Compromise he being one of the very few, if not the last, surviving members of the Congress of 1820, which passed -that meaure. Withou- their pre valence there can h neither liberty, security, order, nor pexce. On these foundations our constitutions Were laid, and on these alone c:iu they rest. But the masses of foreign immi grants lack these essential elements of conser vatism. They ar- generally poor and igno rant, and superstitious, and they import their instinctive prejudices and locd attachments. They a re ignor mt r.f our peculiar instil li lions, prejudiced against the most essetna! ot them, aud reckless of the v.-ilue. and objects of all of them.
