The government Issued last year
through it several bureau and depart

waa Issued was published by the hoard
of vocational education Tlila le a board
organtxed by the congress for the purpose
of rehabilitating crippled soldiers of the
World war, to prevent, aa far aa po'slble,
thtlr becoming derelict In life. . It
may be of Interest to state that white the
government haa been Issuing It cookbook
and consuming vast quantities of print
paper In theae and similar useless publi
cation. 1.900 country town newspaper
have suspended In the last three month
because they could nut secure print paper.
Mr. Item Is and n Kreat many others
bave sensed the feeling In the coun
try and in congress that the time has
come to put an end to all this sort
of thing, tie gives reasons for his
belief:
Op of the reason I that the people
demand that their taxation be reduced.
For many years we have been collecting
the revenue of tht government through
tysUnu of Indirect taxation. The reve
nue have been collected through a pro
tective tariff and by excise taxation on
Intoxicating liquor. Indirect taxation of
this kind preventa the people from raaltt
tog fully just who I paying the eipenses
f the government There was a time
when the expenses of the government
amounted to only U cent per capita per
year. Today the annual per capita x
pne exceed 10 This tremendous x-
Ei ha mad It necessary to resort to
t taxation, and the people have suj
r become palnfuUr aware of who
pay the expanses of the government.
J am very certain that the elimination
of duplication and overlapping In th do
portments will result In th saving Of
SWUlons of dollars Thr I no reason
why It should not be don.
There Is every reason. In the preeeno
0 th Strife and tunaoll that prevail lb
Cms country and of the unrest ocoastontd
try the high cost of th necessaries of life,
that th government should b put upon
a mm, efficient and economical basis.
Whoever by public clamor or other
neans can Induce congress and the
ftacutlve department to organize th
routine business of the national gov
ernment will have performed a great
public service. Note that I say "or
ganize" and not "reorganize," for lo
aa proper sense has th federal bust
naa ever been organised.
