NOTICE IS -HEREBY GIVEN, that we, John V. Smith and Ira E. Chase, County Druln Commissioners of the Counties of Sanilac and St. Clair, State of Michigan, will on the 13th day of August, A. D. 1913, at the Laidlaw Hall, in the City of Melvin, Township of Speaker, In said county, at nine o'clock In the forenoon of that day, proceed to receive bids for the construction of a certain drain and its branch known and designat ed as "Sanilac and St. Clair Drain," located and established in the Town ships of Lynn, Drockway, Speaker and Maple Valley, In said counties of Sanilac and St. Clair. Reference Is hereby made to the Alinutes of Survey, Table of Cuttings aud Prolile of the Cut and Grade of naid Drain which are on lile in the office of County Drain Commission ers, and which will be present at the time and place above set forth, sub ject to the examination of all parties Interested. Said job will be let by sections. The section at the outlet of the drain will be let first, and the remaining auctions In their order by stream, in accordauce with the diagram now on lile with the other papers pertaining to said drain, in the office of the Drain Commissioners, to which ref erence may be had by nil parties In terested, aud bids will be made and received accordingly. Contract will be made with the lowest responsible bidder giving adequate security for the performance of the work, in a sum then aud there to be fixed by us reserving to ourselves the right to reject any and all bids. The date for the completion of such contract, and the terms of payment thereof, shall be announced at the time and place of letting. All persons desiring to bfU on Sec tion 1 of the above named drain containing 2248 rods must deposit with us along with their bid a certi fied check certified to by any State or National liank in the sum of one thousand dollars ($1,000) as a guar antee that the person bidding will enter into contract and in case the person awarded the contract shall fail or refuse to enter into the con tract within ten (10) days the said certified check will be considered forfeited and the money shall be de posited to the credit of the Sanilac and St. Clair fund. Blue Ribbon Races Since the inauguration of the Ham tramck track in 1885 the Blue Ribbon trotting and pacing meeting at De troit each midsummer has ranked with later racing in the matter of speed. Always have there been sensationally fast performers on the Detroit track in spite of the fact that the meeting generally has taken place in July. Now that this carnival of speed has been moved back to the week of Aug. 11 It Is certain that all records made In the Michigan metropolis will be tumbled over by the fleet trotters and pacers headed for this annual event, which Is Incomparable in the sporting world. Ntver in the history of trotting have so many horses beaten 2:10 In races in the month of July, and in view of the fact that they are improv ing it is expected that they will about reach their limit when they turn for the woid at the Detroit races. The Blue Ribbon program this .year h one of unusual excellence. It is so balanced that the people living outside of Detroit who may be able to spare only a day or two will be able to see just as good an attraction no matter what afternoon they pick. On Monday, August 11. the Matron ptake for tin ee-year-old trotters and pacers will introduce the best colts in the world. The Board of Commerce stake Is a novelty in that it Is for pac ers that do not wear hobbles. The Chamber of Commerce stake for 2:13 pacers. $5,000, is the headliner for Tuesday, when the big field of 2:10 trotters will perform. The Merchants & Manufacturers' stake of $10,000 for 2:24 trotters is net for Wednesday when the great 2:05 pace will be raced. The free-for-all pace and the 2: OS trot are the big things for Thursday and the free-for-all trot and 2:0S pace on Friday. DO NOT QUALIFY Many School Officers Fail to Meet the Legal Requirements At a conservative estimate, less than two-thirds of the school officers of the State of Michigan have legally quali fied for their offices. In order to qual ify for the office, the individual must, each lime he or she is elected, file a Uwritten acceptance within ten elays after the election aud an affidavit to the effiect that the officer is a citizen of the United States, 21 years of age, a resident of the district at least jj months previous to the election, own er of property assessed in the dis trict for school taxes and his name appears on the assessment roll. In case of a joint deed both husband and wife may hold office, regardless of which name appears en the assess ment roll. Heretofore this affidavit hud to be taken before a, notary public or a jus tice of the peace. Beginning August 14th, it may also be taken before the senior officer, in point of service, on the board. School officers who have failed to qualify within the prescrib ed time may do so later unless the office is de-dared vacant when the va cancy will have to be filled by the township board or the other members of the school board.
