the city hpld an auction of- her house
hold effects yesterday , , and everything
went at prompt sale until little but
the bedsteadwaa loft. Just before
this was put up some of the women
went o ep ing around , and discovered
that it WrfS invested by bed bugs.
This fact was noised around until it
came to the ears of the auctioneer ,
who mounted the b'ox and said :

The bonrdof , state prison directors
had a meeting a few eveninga ago for
the purpose of considering whether
the letting of convict labor at San
Quentin for lesa than ono dollar per
day to parties engiged in the tanning
of hide ? , manufacturing of doors ,
making horse collara , furniture , etc. ,
was in violation of provisiono of sec
tion 25 of "An act to define , regulate
and govern the state prisons of Cali
fornia , approved April 15 , 1880 , "
which provides "that after
tha passage of the act no
skilled convict labor shall be let or con
tracted out at a price leas thari § 1 per
day for each convict. " It waa con
tended by the parties engaged in man
ufacturing at the prison that convicts
were not skilled" hborera , and wera
unable tc make the entire piece upon
which they worked , and that the const -
st watchfulness of skilled free
laborers , was necrssafy'tofro'dn > ce"va
marketable article. Counsel for the
board-maintained that the
- piece-work
done by oich convict""was 'properly

The "Board met at Quentin yester
day and resumed -consideration of the
question ; They finally depicted lo laes
as skilled laborers'rjrat'thoso when
they entered the prison neroacknowl-
edoi [ ? mechanics- , and 'second ' , those
who had served an 'apprenticeab'p of
one year in the prison aSops. These
classes should -loiown aa skilled la
borers , and the state should be paid
at the rate of one dollar per'drvy each
for their services. AH other prisoners
should bo classed as "unskilled , " and
should bp paid for at the rate of fifty
cents per day each. The board say
that if the outside manufacturers are
dissatisfied with their ruling , they can
brinpc the matter before the supreme
court and obtain a judicial definition
of what constitutes a skilled laborer
within the meaning of the act.
