NOTICE TO CONTRACTORS Notice Is hereby given thrt bills will be received by the City of St. Helens, Oregon, for the improvement of all that portion of Winter street, in said City, from a point in the cen ter in said street 214 feet north of a point where Tualutin street inter sects said Winter street, and from said point of beginning south along the center of said street to the inter section of said Winter street, with Plymouth street, in said City; all in accordance with the plans and speci fications of said improvement of said street, now on file in the office ol the City Recorder of said City: A certified check in the sum ot ten per cent of the sum so bid running to the Mayor, shall accompany each bid; Payment to be made from funds to be raised by special assessment on the real property so improved; Bids will be opened for acceptance or rejection March 21st, 1920, at the City Council Chamber St. Helens, Oregon, 8 o'clock P.
