HOLMAN j MONKEYING WITH THE MARKET. g PROMINENT banker who is devotiog all of his working time to the Liberty Loan, and also much of the time he used to sleep, says : "I consider the raid in the market by the bear operators as one of the most unpatriotic demonstrations yet made by this crowd which has systematically been lending its help to the kaiser. They may be doing this consciously or unconsciously, but I know of no way that their support of the common foe of democracy could be more effective than at this time "Not an American soldier can be put in the trenches, not a wheel can turn, not a laborer can draw his pay for his day's work in pro duction of the sinews of war, unless the money is forthcoming from investors who are willing for patriotic reasons to buy Liberty bonds. "A vast amount of wealth, money, capital, or whatever you wish to call that form of power, must be thrown into the balance within the next few days, if we are to crush the kaiser and win the war. Any thing which drags down the par value of the accumulation of wealth as this raid in the stock market is doing is lessening just that much the sum of the amount of power American investors will have to pour into the loan. "If the agents of the kaiser are turning loose their war dogs on the market, as they have done in the past, they are doing a good job. Personally I wish there was some way to make it treason to do what the bear operators are accomplishing." KERENSKY'S ULTIMATUM AND ITS LESSON. kJHAT was a master stroke of statesmanship when the young J Russian premier refused to surrender the government to the Socialist party. Kerensky is, or was, a Socialist himself, but ever since his ascendency in the administrative affairs of the new republic he has placed patriotism before partisanship and the common welfare of the whole country before the special interests of any one particular party. Hench his insistence upon a coalition cabinet, even to the point of relinquishing the premiership in the event that the dominant party does not yield him its unqualified support. It is to Kerensky's everlasting credit that, sensing the need of united effort on the part of all parties in the new republic, he is big enough to rise above the peculiar interests of his old party and refuses to deliver the government into the hands of any one set of politicians. Whatever his personal or political fate in the ensuing crisis, his name by this one act will go down in history as one of the great statemen of all time. He is a rare type of man and public servant; he doesn't propose that one political party shall dominate to the exclusion of all others ; he desires that, so long as Russia is to be a republic, it shall be a representative government, with all parties sharing alike in the responsibilities imposed and the glory to be derived from a safe and sane administration of the people's affairs. This is no new departure in the practice of government. Wash ington organized a coalition cabinet, composed of representatives of two rival political schools. Hamilton and Jefferson were bitter per sonal and political enemies, yet the services each rendered to their common country in its infancy, under the patient but firm and far sighted policies of the first President, far excelled all their other efforts, before and after, and comprise together one of the most bril liant achievements in the annals of the great Republic.
