I I They Pulled a Gun on a Southern Pacific Urakcmen. SCHLEY JISKS U INVESTIGATION He Wants His Action at Santiago Passed On By a Court of Inquiry. Washington, July 24. Secretary Long tliii morning received a letter from Ad miral Schley, demanding a court of In quiry to investigate his conduct during the Santiago campaign. Immediately on receipt of the letter Secretary Long tent for Rear Admiral Crovvinshicld. chief of the bureau of navigation, and Captain Cowles, the latter's assistant, and Captain Lemley, Judge Advocate General of the Navy. A consultation followed relating to the personnel of the proposed court. this morning Secretary Long, having been informed late yesterday that Schley would make this request, wired Admiral Dewey to come to Washington. When Admiral Dewey arrived this morning he was tendered the position of president of the court and he iniediately accepted. The other members are not yet named. The court will probably meet in Septem ber. Maclay's history in which Schley is called coward caitiff is the immediate cause of Schley's request. BRAKEMAN KILLS TWO NEGROS. Houston, Texas, July 24. Howell Stone, a Southern Pacific freight brake ffian, snot and killed two negroes last night at Crosby station, near Houston, when fhey atempted to steal a ride, The negroes made the first gun play. Galveston. Texas, July 23. The Gulf. Colorado and Santa Fe Railroad com pany has announced the intention of adopting the use of oil on all branches of their system south of Cleburne. Fifty men are now employed at bomervilie building tanks for the storage of the oil with which to supply the locomotives. Two tanks are being constructed at this place with a capacity of 37,000 gallons each. As soon as these have been com pleted other. tanks will be constructed at Alvin, Brownwood, Temple and Cleburne. In adidtion to the locomo tive now equipped and being operated by the use of oil for fuel five more are now equipped with oil burning appara tus and are awaiting the completion of the storage tanks before they are placed in service. Uther locomotives will be transformed into oil burners as rapidly as the work can be accomplished with out taking too many locomotives out of the service at one time. This will con tinue until all of the locomotives South of Cleburne have been changed into oil burners. Some of th locomotive firemen have been uneasy lest the adoption of oil as fuel would do away with the necessity' for their services, but this wil lnot be the case and their work will be a great deal easier 'and cleaner than it is at present. The changes are being made rapidly and it will only be a question of a short time when the use of coal on the South ern branches of the Santa Fe is a thing of the past. The South Kuisan crop may be des cried, upon the whole, as fairly average yet there are di-artrou shortages in the populous districts in the. Fkatriuostaff government and an instance is cited of the utter destruction of about 40.000 acres of grain by hailstorms and the Hessian fly. The same agencies have blighted Urge tracts of grain the Tail- rida and" Don country and in the Kou- ban and Terek districts. Northern Cau casus. The worst of all are'the Volga prov inces." The peasantry of the vast regions are already practically destitute. They have sold the cattle and horses they could not feed and have consumed near ly their whole scanty stocks of food and seed grain. The Russian minister of ways and communications is making ac tive provision for the timely transpor tation of food, grain and other supplies from the South. All local authorities have been Instructed to take instant measures for o)viating the horrors of the famine threatened for next winter. JUMPED TO DEATH. Chicago. July 24. A nude handsome woman was found unconscious on the sidje walk in front of the Modisten hotel this morning. She had jumped from a fifth story window. She registered as Mrs. B. DeGraff of La Crosse,' Wis. A man who appeared to be her husband had been wirh'Jier but has disappeared since the woman died. WILL MOB THE NEGROES. Chicago, III., Juljt-24. Six hundred citizens of Melrose a suburb gathered at the depot this morning to prevent the invasion of thre hundred negroes from Alabama, hired to work in a local steel plant. TO MARVELOUS RESTORATION LIFE. New York, July 24. Geo. Schaffer, aged 17, laid under the water a half hour until action of the heart had entirely ceased. He was rescued by fellow bath' ers and was restored to life by a phy sician's strenous efforts. Physicians say that his restoration to life is marvel ous. FAILURE OF SIBERIAN CROPS. Odessa, July 24.
