AN ORDINANCE
under the law* of the state of Louisiana,
the question of levying a Special Tax In
aid of the Kansas City, Shreveport am"
Gulf Hallway Company, at the rate of 3A)t
mills on the dollar, per annum for a pe
riod of ten years, subject to the condi
tions set forth In the petition of more
than one-third of the property tax pay
ers of the Parish of Calcasieu, hereto an
nexed and made part hereof, and the full
compliance therewith by said Company,
providing the mode of holding said elec
tion, making returns, etc., etc.
Section 1. He It Ordained by the Police
Jury of the Parish of Calcasieu. In legal ses
sion convened, that a special Election be
held throughout the Parish of Calcasieu, on
Monday, the 2d day of December, A. II., 1806,
at which shall he submllted to the property
tax payers of said Parish, who are entitled
to vote under the laws of the Btate of Loulsl •
ana. the question of leylng a special tax an
nually of 0 and Vt mills on the dollar of valu
ation, of all taxable property in the Parish
of Calcasieu, Including all Incorporated
towns therein, for a period of ten years, In
aid of the Kansas City, Shreveport ft Gulf
Hallway Company, a corporation organized
under the laws of the Btate of Ixmlslana;
said tax to be levied according to law, pro
vided however and under the express con
dition, that said company, Its successors or
usslgns, shall accept urn! faithfully comply
with all the obligations and undertakings
Imposed on It, by the following agreement,
which Is a part of the petition presented to
this Jury, by property tax payers, viz :

tax, aud to complete Its said line aud have

81st, 1808 .
.Said Hallway Company agrees to construct
and inalutalu within the corporate limits of
the city of Lake Charles, Its repair shops,
round house and other usual appurtenauces
of a railroad ;
To construct, also within said corporate
limits, a freight depot of brick or stoue, aud
also a passenger depot of similar material,
unless converging roads In the city of Lake
Charles unite lu building a Union Depot;
Lake Charles to be the end of the devision
until the said road Is constructed and upd
ated beyond to a port on the Gulf of Mexico.
The Parish of Calcasieu, In consideration
of the construction and operation of the
Kansas City, Shreveport ft G r ulf Hallway Co.,
as above provided, contracts and agrees to
levy, collect and pay over to said Hallway
Compauy, Its successors or assigns, a special
tax of three and one-half (3#) mills on the
dollar annually for a period of ten years
from January 1st. 1897, upon all of the taxa
ble property In Calcasieu Parish, Including
all Incorporated towns therein ; the said tax
to be collected and paid over to said Hallway

Tbe returns are now In from
every pariah in tbe State and tbe
aggregate shows a decrease of
nearly a million and a half dollars
from tbe proviona year.
No one anppoaea there baa been
any decrease in the total value of
the taxable property of tbe State.
On tlie contrary, there baa been a
large increase ; not so great as in
former years it is trne, bat still
there bna been a gain. The in
crease from immigration alone has
amounted to many millions and the
natural increment despite a not
very prosperous year has been
oonaiaerable.
Tbe apparent losa is doe en
tirely to a disregard of tbe laws
governing asaeasment and taxa
tion, and tbe desire of every man,
as far aa possible, to avoid taxa
tion. In many parishes in tbe
State, notably the sogar district,
instances can be found where
property ia assessed at from one
tenth to one-iifth of ita real valae,
and the average nsaenament doea
not exceed over one-fonrth. One
other fact ia worthy of note, and
that is the wealthiest eitisens and
those best able to bear the har
den are the ones that escape,
while tbe poor man with his bom
bte cottage who depends upon his
day's labor for support of himself
and family is assessed in a three
fold greater proportion.
If it is any consolation it may be
stated that there has been a falling
off in every atate in tbe South, but
in Louisiana the least of any.
We are in receipt of a letter
from Dan Talmage's Sons, of New
York, in regard to the outlook for
rice. They say: "Dp to date
things have been disappointing.
For a abort time there was an
improvement in demand and an
advance iu prices bnt this has
been lost and prices hare goue
back to the figures paid at tbe be
ginning of the season. We look,
or at least, we hope for better
conditions after the elections." Aa
a matter of fact a large portion
of this year's crop grades low ; in
fact there ia every grade from
that which will eeareely pay for
milling to the very beBt. Tbe true
value of rough rice can never be
assertained until it has been milled
and every buyer, be he miller or
speculator, realises this fact and
knowing that the result is some
times disappointing, perhaps iu
one out of every five or ten lots,
scales down the price each time
to meet this passible contingency.
For this reason rough rice does
not comuiaud its true vaine and it
will pay the farmer nlue times out
of ten to have bis rice milled for
toll and dispose of the cleaned
^rodnet. Our advice to farmers
s to have your rice milled every
time and dispose of the finished
prodnot. The Talutages' of New
York are not bnyera but mill only
for toll aud they possess tbe ad
vantage of having a better market,
New York being the best distri
bating point in the country. On
tbe other baud rough rice shipped
to New York lias to bear freight
