position of principal, for which position the minimum entrance salary should be $1,000 per year. Individual ludian money may, under existing regulations of the Office, be expended with the consent of the Indians to whose credit the money is placed, for all purposes which will promote their well being, the use of such funds for the education of Indian children in the public school and colleges in the various states should be en couraged. Academic teachers should be employed for the actual school term at a monthly salary, the total for the school year to be not less than the present annual salary. Employes in the Indian Service, as in the best public schools and other similar institutions, should be appointed to their positions at minimum salaries, and such salaries should be regularly increased, annually, until the fixed maximum for each position has been reached such increase to be based upon the increased efficiency of employes. Unless Indians become tax-payers and contribute their share to the support of the support of the local government under which they live rapid progress in the enrollment of Indian children in the pubiic sehools can not be effected. Taxation should be administered by special acts applying to individual reservations rather than by a general law of universal applicability throughout the United States. Before such laws are passed, however, an investigation should be made as to the status of the reservation proposed to be Subjected to taxation, as to the laws of taxation of the state wherein the reser vation lies, as to treaty stipulations of the general government with the Indians residing on the reservation, if any, and all other facts which will aid in the intelligent grading of such proposed legislation. Construction. Day Schools should be provided with lavatory and bathing equipment. Data relative to cost and present value of buildings and other elements of the material plant at schools and agencies should be corrected to date. Superintendents should endeavor to interest local contractors to compete ior work to be done at their school or agency. Advertisements should be in serted in the local papers. Toilet rooms should not be installed in the basement of any dormitory. 20.
