A Republican County Convention will be held at Schafer's Hall, in Mil bank, on Monday the 31st day of Oc tober, 1881, at 1 o'clock p. m., for the purpose of nominating a County Com missioner for the first district and such other business as may come be fore the Committee. EDITORS HERALD:—I have received a free gift of Mr. Lewis' paper since July 1st, but in all that time have never seen anything in regard to the county's enormous indebtedness, which 1 learned has nearly reached the sum of $23,000. His paper advocates the removal of the county seat to Milbank, advancing as a reason that it is more centrally located, which fact is true. But in my opinion the time has not arrived to make the change. A change should not be made until we can better ourselves by so doing, which Is not possible un til we have a change in county officers, Our present board of commissioners are criminally negligent, to say the least. Suppose all of the money spent has been applied to the purposes for which it was professed, they have acted unlawfully and against the' wishes of the people. It is plainly! against the law to expend so much money without a vote of the people. All this lias its bearing on the ques-! lion of removing the county seat.
