I. LAMP*., South Dakota, to the fact that I am interested in some of the farming land inside of the city limits, they are in er ror. Now I wish to say that I have no selfish motives in oppos ing the new plan. While it seems to be the disposition on the part of some of those who :desire a change, to'make this the issue—if such is the case it might confuse the public mind oh this important question. The taxing of farming lands inside the city limits is not the issue, and cannot be made the issue as ample provision is made for the protection of the rights of those who are so unfortunate as to own larming lands within the city limits. Section 7 of chapter 86 of the Session Laws of 1907 of South Dakota, amply provides for the protection of all rights given in the old charter. Said section of the poposed new law reads as fol lows: & LAW A PROTECTION. "All rights and property of every kind and description, which were vested in any mu nicipal corporation, under its former organization, shall lie deemed and held to be vested in the same municipal corpor ation, upon its being incor porattd under the provisions of this act but no rights or liabilities either in favor of or against such corporation, existing at the time of so be-'1 coming incorporated under this act,and no action or pros ecution of any kind shall be affected by such change, but the same shall stand and pro gress as if no change had been made." Before proceeding to argue in favor of against the proponed chang*vX wish to say that 1 would be glad to- discuss the questidn ofthe" taxation of farming lands within the city limits,on its mer its"—either thru the columns of the City-papers or otherwise. The remainder of this chap ter does not vary materially so far as 1 can see (£y hurriedly glancing thru it) from the old charter, or powers granted by citiss under the usual form of gqy ernmen$Sjj| PEOPLE'WmL INVESTIGA^t. 1 might comment adversely on some of the most important of these sections but 1 will refrain from so doing at this time, know-' ing that the intelligence of our citizens is unsurpassed by the peo ple of any city in a state that boasts of the lowest percentage of illiteracy tof any state in the union and are amply qualified to form their own opinions after they have had the privilege of careful inves tigation. Is there an existing emergency in our city affairs chat would call, for such haste in so IMPORTANT a matter?, Sb far as 1 can learn none of the .large cities can make the showing of so low an indebted* ness aB the city of Watertown. Tho present city indebtedness is ap proximately $38,000 while the present charter limits the indebt* eness to $75,000. The present ar rangement of our schools,, under independent school district^ has proved adequate to supply the wants of our schools. I understand that the Bchool indebteness is ap proximately $90,000 making the total indebtedness of the city, something like $138,000. Where is the city in the state, the size of Watertown, that can make so good a showing? This has been done under the present form of gov ernment, the much assailed char ter, which no doubt, has imper fections, but as the immot^al Shakespeare,has truly said: we had better bear these ills we have. than to fly to others we know of."
