In answer to Interrogatories from Mr. Ore per, Mr. Lincoln said that he has made an Investigation In reference to the letter received by Commissioner Itaum from Mr. Lemon with an en clcmc of thirty completed slips, fifteen tf wlilth were defective. Ttie reports he fcald of the chiefs and assistant chiefs of tllvlilons varied as to tin per diem presentation of completed slips. In regard to orders MO and 151, he said he did not think It required five days' time of the entire force during each wetk to carry out tho orders. There had been mora answers to Con- fTcsslonal calls during tho months of 'ebruary, March and April than had previously beeu the case. Ho had made an Investigation in regard to the coses of persons not having attorneys and had written his opinion, which was approved by tho Commissioner, His views were that tho orders should not work to tho disadvantage of pension claimants who had no attorneys. The number of cases of persons not having attorneys was about 10 per cent. In regard to the calling up of cases Mr, Lincoln said that the cases of those having Congressmen or attorneys to represent them had been taken up first under the old system. A resolution was adopted that the Ltmon slips, filed in their regular order, should be produced, and Judge Wilson, ccunscl for Mr. Lemon, said bo was ready to produce them at any time.
