I. TARIFF REPORT KEMLT OF THR COMMITTED DELIBERATIONS. THEDE&OCRMSraStTOSiSIUl. It Will Be ftwto Thfwfk Oh House AfUr a Staff. DbiU, A NUMBER 0F IXPOKTANf NMtNATlM Ministers to Spats ami Bnwil Apjwiato and a Long List of Mimr Offiws Filled T-Dy. The conferrees on the Tariff btll have reached a final agretmcat on their re port and It will probably 1m presented to tho House this afternoon. Thocon ferrccs have agreed that the btll shall ro Into effect October 0. The duty fixed on binding twine Is seven-tenths cents per pound. The duty on sugar Is that given In thce column1! yesterday free up to No. 10 Dutch Standard, with flvp-tenths cent n pound duty above that grade; the bounty to be 2 cents a fiound on sugar above 00 per cont. po arlscope tost and If cont between 39 and DO. No attempt will be made to put tho conference report through tho House to day. It will be called up to morrow, and It Is thought It will be agreed to bo foro adjournment. Tho Senato will consider It Monday, and speeches will bo made by Senator Aldrlch, Carlisle, and possibly Senator Inualls. It should go to tho President Monday night or - Tuesday, Senator Aldrlch says Con gress can adjourn next Tuesday, but tho general Impression Is that an adjourn ment will not be had before the end of the week or Monday following. Thcro Is a groatdeal of fcollog among tho Southern members about llio pro posed channc In the rate of bounty on ' sugar bctwen eighty and nlnoty polarl scopo test. They claim that It Is con trary to tho rules of both housos for the conferrecs to mako such a chango In an Item on which both houses had agreed and Mr, Carllslo will mako this point against the Item in tho Senate. It Is claimed by tho Hepubllcans, though, that thero was a general disa greement between tho two Houses on the sugar schedule, which warrants tho proposed chango In bounty; and, be sides) that tho chango In the ttme of putting the bounty system Into offeot makes the chango In rate of bounty germane. Some anxiety Is felt about tho attitude of tho 'Westurn Senators towa-d the Mndlng-twlno amendment. Senator I'addock Is much put nut by tho action of the conferrees, and ho has stated this afternoon that hu will vote against the conference report. It Is not known now many of the recalcitrant Senators wll stand with him. but the conferrals do not think there will be enough to de feat the report. Senator Carlisle says that tho Demo cratic conferrecs will not sign tho con ference report. Speaker Heed and Messrs. McKlnley and Cannon, the Republican members of tho Commltteo on Hules, had a con sultation this aftornoon In relation to a nrocramme for the dis position of tho conference report on tho Tariff bill by tho House. No agree ment was reached, but It Is understood that tho Committee on Utiles will brln? In an order to-morrow providing for tho Immediate consideration of tho re port and n voto on its ndoptlon after a few hours' debate. Tho report will un doubtedly pass tho House. Mr. Nedrlng baus of Maryland stated that be will voto against the report, but so far as known there aro no other Republican members, however much they may be opposed to the conclusion of the conferrees, who will place themselves on record as op posed to It. They will simply content themselves with making vigorous pro test while the bill is under considera tion. The Democrats have virtually de cided not to make more than a formal protest and to voto against tho adoption of the report. 31r. Flower, one of tho Democratic conferrcod on tho part of the House, said this afternoon that tho Democrats would like to have more time for dis. cusslou than they would probably be allowed with a voto on Monday or Tuesday. In the Senate. In the Senate to-day the House joint resolution appropriating f 1,000.000 for the purchase of nickel ore and nickel matter for naval purposes was taken up. Mr- Cameron offered an amead nitnt providing that the purchase of It should be distributed asaoajf. the cos tractors. An extended debate followed. IMPORTANT NOMINATIONS.
