Hensley and the narrator, Bernice Childs. The deplorable condition of Robbins’ streets is blamed on the contractor (or contractors) who put in sewers and water. As a result of the digging and failing to properly fill up holes after the digging was finished rain and snow have left muddy, slushy holes in the streets and across them so that driving is hazardous and walking is a king-size task. As a consequence, the Board of Trustees at the last Council meeting voted to withhold all or part of the last installment of the payment to the contractor responsible for this debacle.
