Kemer & Daley Urged to Take Action (Continued from page 1) of the U. S. Conference of Mayors, the agency heads said: "In line with President Kennedy's urgent appeal to the mayors for support of leg islative action assuring equal opportunity in housing and other areas, we urge you to exercise your personal and political leadership to secure immediately needed unani mous support for House Bill 755 (freedom of residence) from all Democrats in the State Legislature." The directors reportedly are distresed by the mayor’s fail ure to whip Democrats into line in behalf of the open oc cupancy bill, introduced by Representative Cecil Partee (D.-Chicago) and which fell 22 votes short of the 89 need ed for passage in the House last week. The bill was kept alive when Partee postponed further consideration after a 67 - 63 roll call. Twenty-nine Democrats opposed, or did not support the bill. Fuqua said earlier that “Mayor Daley could influence the passage of the bill if he really believes in it” and urg ed Daley to appear in Spring field to give testimony in be half of the measure, aimed at helping to wipe out Negro slums. The telegram to Kerner, one of the seven governors called to Washington a short time ago to confer with the Ad ministration on the critical race problem, urged him to exercise his “personal and political leadership to secure much-needed Democratic and Republican support” for pas sage of House Bill 755. In Honolulu, Daley told re porters Sunday that Chicago is already acting along the lines suggested by President Kennedy, to help Negroes win, without violence, their “just” struggle for equal rights. “We in Chicago,” the mayor said, “have done much and we hope to do still more.” Commenting on Daley’s statement, Berry said, “The mayor has already declared that the first business of his administration is to rid our city of its slums. I know of no better way than to secure passage of legislation enabl ' ing Negroes to move into neighborhoods where decent housing exists. “There is no one thing which could be done to offer Negroes more comfort in the fact that their government is moving aggressively to secure their rights than by working for the passage of open occu pancy,” he added. Rosen said that while hous ing bias against Jews is or dinarily more subtle than that practised against Negro es, a freedom of residence law would help wipe out this bias. “Literally thousands of co operative apartments in the Chicago metropolitan area are entirely closed to Jews. There are countless islands of dis crimination against Jews seeking housing in Chicago— individual rental apartments * buildings which maintain a discriminatory rental policy toward them,” he said. Rosen said that in a study last February of property listings offered for sale by member real estate firms oi the Evanston North Shore Real Estate Board, the ADL found that, of 1,675, some 338 —or 20.02 percent—contained explicit statements of incrim ination against Jews. Said McDermott: “I think the passage of a fair housing law is critically important today.
