The Southern Jewish Weekly is published monthly for the duration VOL. 20 NO. 5 JEWISH CLAIMS PRESENTED DELEGATES AT THE SAN FRANCISCO CONFERENCE JEWISH ORGANIZATIONS SUBMIT FIRST PUBLIC BRIEFS The first public action by Jew ish organizations in connection with the San Francisco Confer ence began today in a not un anticipated spirit of disunity. The press has received a brief of a joint statement to be submitted to the Conference by the Ameri can Jewish Conference and the World Jewish Congrss, so-operat ing with the Board of Deputies of British Jews whose represen tatives are expected here next week. The American Jewish Committee issued a separate brief of its case and Peter H. Bergson is planning “something dramatic if peace ov ertures fail.” The American Jew ish Conference statement is pre faced by the remark that al though the San Francisco Con ference “agenda is limited” nev ertheless they “should consider the present tragic plight and fut ure position of the Jewish peo ple.” In a statement to the press, Joseph M. Proskauer, President of the American Jewish Com mittee, and his associates Jacob Blaustein and Simon Segal sum marize their brief party, as fol lows: “We have laid special stress on the establishment of a commission on human rights and fundamental freedoms and ulti mate formulation of an Interna tional Bill of Rights. While the details of such a charter may not be within the agenda of the Se curity Conference, we have earn estly urged that 1 to comply with Dumbarton Oaks Proposal ‘to promote respect for human rights and fundamental freedoms.’ ‘Obviously details of a migra tion policy will not come within the agenda of the Security Con ference, but we urge that the or ganization to be created here should include a commission on migration under the Economic and Social Council of the Gen eral International Organization.” Adolph Held of the Jewish La bor Committee told your corres pondent he has no intention of entering into minority blocs, but that he will seek to achieve uni fied presentation on points of agreement among all Jewish or ganizations. If he does not suc ceed to bring about a real uni fied presentation, the Labor Com mittee will submit to the Con ference, “without fanfare,” its own program stressing that it takes no position on a Jewish commonwealth because of differ ences of opinion in Jewish Labor Committee ranks. He assured me that he definitely will not enter the United Front with the Ameri can Jewish Committee for the Purpose of a bloc, should unified representation in its fullest sense, including all groups, not material ize. THE OLDEST AND MOST WIDELY CIRCULATED V Stassen Gives Report SAN FRANCISCO, (JTA) Assistant Secretary of State Ar chibald MacLeish addressed a meeting of the consultants and associates consultants to the American delegation here, at which the Jewish representatives present were Jacob Blaustein, of the American Jewish Committee and Henry Monsky and Dr. Israel Goldstein, representing the American Jewish Conference. Mr. MacLeish said that simi lar meetings will be held several times a week as long as the se curity conference lasts. Each meeting, he said, would be ad dressed by prominent govern ment officials and members of the American delegation, who will furnish background and off the-record information on the issues before the conference. At the same time, MacLeish added, the opinions and advice of the consultants will be sought. The first off-the-record re port was made at the meeting by Commander Harold Stassen, a member of the U. S. delegation, who discussed the international trusteeship plan for mandated territories and other major ques tions under consideration here. Special services for the success of the conference were held last Friday in most of San Francisco’s synagogues. At Temple Sherith Israel, old Jewish congregation on the west coast, a crowd of 2,- 000 persons attended the services, which also marked the 95th an niversary of the congregation. The guest speaker was Dr. Gold stein, who spoke on “The Stake of Religion in the San Francisco Conference.” Robert Nathan Appointed Deputy To Vinson Fred M. Vinson, Director of War Mobolization and Reconver sion, appointed Robert R. Nathan as deputy director for reconver sion. Mr. Nathan, a well-known economist and production expert, has been connected with the de- I sense effort almost from the be ginning. Pressure May Force Palestine Issue on Agenda San Francisco (JPS) Bri tain is taking into consideration the possibility that Jewish public pressure may force the Palestine problem to be placed on the San Francisco agenda although they intend to “fight like hell to pre vent such an eventuality.” Bri tain contends that the sole pur pose of the Conference is to set up a World Organization and not to deal with specific issues, your reporter was told by the most re liable British officials, who de clared that it is not likely, but not impossible, that a surprise an nouncement from London in re gard to a Jewish immigration concession will be forthcoming, should Jewish agitation in this country become embarrassing. The British conception of an international trusteeship as sum marized to me by British circles is as follows: A modification of the mandate system under which single mandatory powers still re tain full administrative authority but consult with other powers in regard to their interest in a giv en region, after the fashion of a Carribean council. Such inter pretation, your reporter was told by the British, has the support of Australia and New Zealand. Britain is definitely opposed to partnership-mandates as “unfeas able and unworkable and sees nothing wrong with the present system.” “Partnership with A merica for administration with the present system.” “Partner ship with America for admin istration of Palestine is unthink able from this viewpoint,” your (Continued on Page 2) Wagner Policies New York (JPS) Charging that “the power which is pre venting the development of a Jewish Commonwealth in Pales tine is British power,” and that Great Britain’s policies in Pales tine “are a tragic revival of the disease of appeasement,” Senator Robert F. Perlman, chairman of the commission, announced here. He said that the united Jewish representation at San Francisco have been urged to bring the pro posal before the United Nations delegates at the conference. Late General Rose Eulogized In Congress In a speech in the House of Representatives eulogizing the late Maj. General Maurice B. Rose, Congressman Dean M. Gil lespie of Colorado said: “Gen eral Rose’s military record was a credit to the flag he served and to the country which de plores what appears to be his cold-blooded murder.” In sup porting the movement for the construction of a hospital in Den ver honoring the name of Gen. Rose, Rep. Gillespie stated: “This nonsectarian hospital will be a fitting memorial to General Rose.” Jasper Oval, he declared: “I say to our British friends and Allies, you have not fulfilled your obli gation to Palestine. You are in default. The American people believe it is high time that you redeem your pledge.” Mayor LaGuardia, Dr. Stephen S. Wise, Dr. Abba Hillel Silver, Louis Lipsky and other Zionist leaders also addressed the great crowd which heard a telegram read from Governor Dewey, as serting that he believed “action should no longer wait for the op ening of Palestine to unlimited immigration and land ownership of the millions of distressed Jews.” By J. TELLER JPS Correspondent at the San Francisco Conference San Francisco (JPS) The Arab delegations have already be gun a subtle “unofficial” cam paign among pressmen to under mine Jewish claims despite as surances from certain circles who contended that the Arabs will keep their silence provided the Jews do not raise the Palestine issue. This contention, coming from high, “friendly-to-Zionism” circles, had confounded the Zion ists for a while as to the line to be taken. Now the bars are off. It has been definitely establish ed by this reporter that the Arabs, while officially shunning the press and avoiding interviews, have, themselves, approached some very influential press cir cles and unofficially presented their case regarding Palestine. Another contention by high “friends” of the Zionist cause, namely that the Palestine issue will not be placed on the agenda, has also seemingly been explod ed. The San Francisco Confer ence will set up a Trusteeships Commission not unlike the Man dates Commission in the League of Nations days. You may al ready know that the Arabs are now angling for seats on this com mission and are willing to sacri fice seats on other commissions for a substantial minority on this one. This naturally means that they would have a say regarding Palestine. But your reporter learns of an additional develop ment in this connection, namely that the Arabs will also demand representation on the Regional Council probably to be set up in the Near or Middle East by pow ers having economic or other in terests in that area for the pur pose of consulting with the man datory powers there.
