to solve it. But only a man who
is amazingly obtuse or appallingly
ignorant of the entire matter could
have expected that such crude
tactics would succeed. Effrontery
and bullheadedness are no substi
tute for knowledge and statesman
ship.
“Mr. Bevin has the insolence to
suggest to the United States that
Great Britain is the Mandatory
Power and that therefore the Unit
ed States should keep out of the
Palestine picture. It is precisely
because Great Britain has assumed
obligations, amongst others to the
United States, that this country
is entitled to draw attention to
her failure to carry out these obli
gations.
“Mr. Bevin proposes to deny
national status to the Jews be
cause, he contends, they are 'a
religious community,’ not a nation.
His determination not to face the
facts in this regard is of funda
mental importance. One would ex
pect even the British Foreign Sec
retary to be aware that the very
terms ‘Jewish National Home’ and
‘Jewish people,’ employed in the
Balfour Declaration and the Pales
tine Mandate, do not mean a re
ligious home for a religious com
munity—they mean a national
home for the Jewish nation.
“Finally, Mr. Bevin seeks to dis
tort and confuse the whole mean
ing and purpose of the Mandate
by suggesting that it provided the
‘people in possession must not be
disturbed.’ The Mandate says

nothing of the kind. On the con
trary, as the British Royal Com
mission of 1937 made indubitably
clear, ‘the primary purpose of the
Balfour Declaration and the Man
date for Palestine was the estab
lishment of the Jewish National
Home.’ To this end, the Mandate
obliged the British Government to
facilitate Jewish immigration and
settlement on the land, so that if
and when the Jews became a ma
jority a Jewish state would be
established. As Mr. Lloyd George,
the then Prime Minister, pointed
out, the notion that Jewish immi
gration would be restricted never
entered anybody’s mind because it
would have been regarded as
‘unjust and as a fraud on the peo
ple to whom we were pledged.’
But Mr. Bevin’s interpretation of
the Mandate is peculiarly his own
and, once again, he distorts the
very meaning and purpose of that
document.
“We are confident that Mr.
Bevin’s statement, reflecting ignor
ance and ill-will, will be rejected
with contempt by the American
people.”
