_ MOST WIDELY CIRCULATED JEWISH PUBLICATION IN THIS TERRITORY VOL. 24 NO. 52 Capital Spotlight by CHARLOTTE WEBER (Copyright, 1949, JTA, Inc. WASHINGTON— President Truman's surprise appointment of Dean Acheson to become Secretary of State sent reporters to their files to check his previous record in the De partment to see if they could forecast how his views might af fect the future course of Amer ican foreign policy. Little could be found, nor was there much comment, on what his previous stand on matters con cerning Palestine and the Middle East has been. A check of State Department files disclosed no ma jor speeches on the Palestine is sue and only one small statement relating to some meetings he would hold with the alternates of the President’s Cabinet Commit tee on Palestine. This was the special committee that President Truman created on June 11, 1946, to advise him on matters "with regard to Palestine and related problems." The Com mittee, composed of the Secre taries of State, War and the Treasury, was also directed to help in consideration of the re commendations.. 0f... the Anglo- American Committee of Inquiry on Palestine. A large part of the work of the Committee, however, was carried out by the alternates of the cabinet officers involved. Secretary of State Byrnes ap pointed as his alternate Henry F. Grady, a co-author with British Lord Morrison of the ill-received and long since defunct Grady- Morrison plan. On August 8, 1946, Undersecre tary of State Acheson—then Act ing Secretary in Byrne's absence —said he had met with the Cab inet Committee alternates and that they had discussed the "many perplexing questions which arise out of the proposals recently reported to the House of Commons by the Lord President of the Council, Mr. Morrison." Later, he said, the Cabinet Com mittee would report to the Pres ident. Acheson was in the Department as an Assistant Secretary of State lor Economic Affairs during the time of the formation and oper ation of the Anglo-American Committee. Although his job at that time did not bring him into direct contact with Palestine mat ters he at least should have been kept intimately informed of all Phases of foreign affairs, includ ing Palestine, as part of his job. Some Washington observers have mentioned his association the late Supreme Court Justice Louis D. Brandeis as his “W clerk and his close personal friendship with Justice Felix rankfurter as possible influences that might lead him to take a «»endly pro-Israel position as Secretary of State. • * * * * Before the 81st Congress was weeks old no less than six Senators and four Congressmen ®d introduced amendments to (Continued on Page 8) Sen.
