Maclver s Report
BY JACOB LANDAU
There is an ocean of difference
between Professor Maclver’s and
my own approach of the Jewish
problem. Professor Maclver, who
has made a study of the Jewish
Defense Agencies, is worried. He
thinks our Jews are too Jewish.
I fear they are becoming less Jew
ish every day.
It is very difficult to satisfy
Professor Maclver. He utters one
warning after another in his re
port. He gravely objects to the
kind of Jewish education that
“creates the sense of a deep cleav
age between the Jew and the
Gentile.” Let us reassure the pro
fessor. The Jewish school systems
are weak and absorb an insignifi
cant minority of children. The
dangers he fears do not exist. Pro
fessor Maclver seems to be ob
sessed by the fear of Jewish “in
sulationism.” He can be very em
phatic. “If cultural pluralism”
says Maclver, means “a set of dis
tinct enclaves, self-contained,
self-fulfilling” “then it must be
rejected as a ground of any right
whatever." He tells the Jews not
to speak of the U. S. as a “multi
national” union or as “culturally”
federal “Lest they strengthen the

prejudice which regards the Jew
ish people as intransigent and un
willing to be full citizens (our
italics) of the larger society.”
The absurdity and offensive
ness of Professor Maclver’s state
ment is breathtaking. It is dan
gerous language. Similar state
ments were made by anti-Semitic
leaders, for example, in Poland. It
was the pet theory of Col. Koc
who was the head of Ozon, one of
Poland’s most- anti-Semitic or
ganizations. The citizen rights of
the Jews, they used to point out,
were contingent on the Jews’ ful
filling their duties as citizens. The
concept is not only fallacious, but
fundamentally mischievous.
The Anglo-Saxon and French
concepts are that men are born
free and are endowed with the
inalienable rights from the day of
birth. Our Constitution entitles
everybody to life, liberty and the
pursuit of happiness. The rights
of the citizen are not subject to
a contractual arrangement. The
limitations on his rights and his
duties are based on the free de
cisions of citizenry, the govern
ment acting as the servant of the
people.
The Huguenots, Germans, Hun
garians, Poles, Jews, etc., who fled
from oppression were irresistibly
drawn to this country because of
the well-nigh unheard of degree
of freedom it offered them. The
American reality is fortunately
different from Professor Mac
lver’s pronouncement. No limita
tions are imposed on any group to
be as “self-contained or self-ful
filling an enclave” as they choose
to be. I only need cite the ex
ample of the Mormons. An even
better example are the Krai
Mucks, a group of D. P.’s in Ger
many. They refuse to immigrate
as individuals as prescribed by
our law. They did not hesitate to
tell our government that they
would come as a group or not at
all. Our government is yielding.
The rights which the U. S. Con
stitution grants the individual are
broader than any national minor
ity rights ever extended in Euro
pean countries. Any group is free

to form religious, political or na
tionalistic associations. However
the appeal of American civiliza
tion and freedom is such that it
arouses deeply felt patriotism
among the newcomers because
they know the difference between
oppression and freedom which the
American takes for granted. In
this atmosphere of freedom
Americanization is a natural and
swift process.
Reality is indeed very different
from Professor Maclver’s pro
nouncements. The record proves
that in every democracy the Jew
has always been the most enthu
siastic, most patriotic and self
sacrificing citizen. During the war
a famous Polish journalist in New
York urged the Polish workers in
the munitions factories to go
“slow.” Slovak newspapers back-
Tiso who was Hitler’s puppet,
Hungarian writers extolled
Horthy who had declared war on
the U. S'. A., etc. German and Ita
lian language papers in the U. S.,
until America entered the war,
were openly pro-Nazi and Fascist.
The Irish continue to pressure
Washington on behalf of the uni
fication of Ireland. Not being
burdened by an inferiority com
plex, none of these nationality
groups has produced the counter
part to our American Council for
Judaism.
The reader of Professor Mac
lver’s report senses that if the
American Council of Judaism
were a member of N.C.R.A.C.—it
would be the only organization
which would meet with his full
and unqualified approval. Even
the American Jewish Committee
does not completely satisfy our
Professor.
It is to this man, Maclver, that
the president of the American
Jewish Committee says: “In gen
eral we accept your philosophy
...” while the president of A.D.L.
bluntly rejected it. We applaud
Judge Steinbrink for his capacity
for indignation.
This time at least Professor
Maclver will not complain that
the Committee and A.D.L. are
duplicating each other.
Ancient History
Novels based on figures of the
Bible have always puzzled me .. .
They always left me with a feel
ing that no matter how well the
elaboration on the Bible is drawn
it does not excel the original story
. . . This is also true of Sholem
Asch’s latest novel “Moses” just 1
published . . . The story of Moses
is told very dramatically by Asch
in about 500 pages . . . However,
it adds nothing to the original
story as told in the Bible just as
dramatically and much more
briefly ... In fact, after reading
Mr. Asch’s book one feels what a
marvelous literary creation the
Bible is . . . This does not mean
that Asch’s volume is badly writ
ten ... However, Moses’ personal-

Asch’s Moses is a much softer

story of the Bible as closely as

some of the miracles related in
the Bible ... This maKes his book
