Lehman Promises Action On
Immigration Bill

WASHINGTON—
When the Democratic National
Convention went on record in its
platform for the revision of such
immigration legislation as the
McCarran-Waller Law it gave a
measure of hope to Sen. Herbert
H. Lehman and others. Oppon
ents of discrimination saw in this
plank a challenge to the act
which has been termed "Amer
ica's first' Nuremberg law."
Sen. Lehman’s staff, cooper
ating with the offices of other
Liberal Senators, has been work
ing all summer to prepare a cam
paign for a new approach to im
migration policy. Hoping to im
plement the anti-McCarran plank
of the Democratic platform advo
cates of liberal legislation will
press for action on Senate Joint
Resolution 169. This calls for the
establishment of a commission
which would undertake a broad
scale review of immigration and
naturalization policies. It was
hoped by liberal Democratic
Senators that the Republican
platform would contain a plat
form pledge for revision of the
immigration law put through by
Sen. Pat McCarran and Rep.
Francis E. Walter despite the fact
that both McCarran pnd Walter
are Democrats. Such a plank was
discussed by such Republicans as
Senators Wayne Morse and Ir
ving M. Ives but the idea was re-

The McCarran-Walter bill be
came law despite a presidential
veto and despite the opposition
of a determined minority of Con
gressmen and a great host of or
ganizations and individuals
throughout the nation. Sen. Leh
man said, "Many great religious
and non-religious organizations
are deeply concerned over the
national religious, and racial pre
judices reflected in the McCar
ran-Walter Act:"
Lehman said the quota system
“reflects a shameful discrimina
tion and prejudice which should
have no place in our federal laws
or in our national life.” He, and
other liberals, agreed in a state
ment that prejudice entered our
dealings with the foreign born
“in the form of unsupported as
sertions and appeals to fear and
passion.”
The study, if it is carried out,
would be undertaken by indivi
duals without partisan leanings
and without religious or racial
bias. It would be modelled after
the Hoover Commission with its
mixed membership representing
the general public, the executive
branch, and the legislative
branch. McCarran has said that
such a commission is unneces
sary because the McCarran-Wal
ler Act provides for a joint con
gressional committee to conduct
a continuous review of immigra
tion policies. This committee will
be composed of members of the
Senate and House Judiciary
Committees and would -be guided
by the Senate Judiciary Chair
mem who is none other than Pat
McCarran. Also, V/ alter exerts
tremendous power as a member
of the House Judiciary Commit
tee. These men, therefore, would
sit in judgment on their own
work. .
While the actual enactment of
the Lehman Resolution is doubt
ful, it is hoped by liberal senators
that their advocacy of this will
cast the spotlight of publicity on
what they consider to be the un-
American features of the new
immigration law. If a Democratic
president and Congress are elect
ed, a concentrated drive will be
optimistically undertaken not
only to study the Laws, but also
to amend and revise them accord
ing to Lehman.

The Combined Campaign for
the annual maintenance fund of
the national institutions of Amer
ican Reform Judaism raised sl,-
222,103 during the fiscal year
which ended June 30th, an in
crease of $92,103 over the previ
ous year, it was announced by
Dr. Samuel S. Hollender of Chi
cago, General Chairman.
The Combined Campaign sup
ports the Union of American He
brew Congregations, parent bodv
of 450 congregations in the Uni
ted States and Canada, and the
Hebrew Union College-Jewish
Institute of Religion, the oldest
Jewish theological seminary in
this country.
Germany Wants
Reparation Pacts
With Jews Signed
At Ceremony
MUNICH, (JTA) The ques
tion whether German reparations
agreements with Israel and Jew
ish groups of other countries
should be signed with ceremonial
pomp has become a matter of dis
cussion between the German and
Jewish delegations at The Hague
where the pacts are being formu
lated, it was reported in the press
here.
The report says that the Ger
mans are making no secret of the
fact that they want the agree
ments to be signed at an impres
sive ceremony presided over by
Chancellor Konrad Adenauer. On
the other hand, the report says,
the representatives of Israel and
of the Conference on Jewish Ma
terial Claims Against Germany
would like to see the agreements
signed at The Hague without
ceremony.
Meanwhile, it was learned here
that the German offer to settle

the global demands of the Jewish
Conference with the payment of
$107,000,000 in goods, but has not
yet been accepted by Conference
leaders in New York. Difficulties
have also arisen with regard to
the indemnification legislation
which the Conference delegation
demands the Bonn Government
enact on a federal basis.
A report from Bonn revealed
that the German Federalist
Union had submitted a memor
andum to the Federal Parliament
demanding to know why the
Bonn Government has not ex
changed diplomatic representa
tives with the Arab states.
