RATTLE DE LUXE
Shortly I will be running over
to Shillito's, leading department
store in our town, to buy a baby's
rattle.
“None of your ordinary for
ordinary babies,” I will say. “I
want a rattle of distinction. A rat
tle deluxe, a Cadillac style rat
tle.”
I have in hand a letter to be
enclosed with the rattle when it
is mailed to the deserving child to
whom it is going:

Dear Alfred Isaac: Please ac
cept this appreciative gift of a
rattle, as per promised in my col
umn. It's because your name con
tains "Isaac." At the moment you
may not understand it all; so I
refrain from burdening your
mind with explanations. In time
to come your mother may tell
you: "This rattle I have saVed
from your infancy because it has
something to do with the 'lsaac'
part of your name and no9r that
you'rfe old enough I can tell you
the whole story. It concerns a
columnist whose name. I think,
was SegaL or it may have been
Eagle or something like that. I
just can't remember. He may be
dead by now. Well, he was the
one who gave you the rattle."
I hope the story she tells will
satisfy the intelligence you will
have acquired by that time.

Maybe an explanation is due
also to the readers —they forget
things they read so quickly—as
to why I am* sending this rattle to
Alfred Isaac Gilbert, 600 North
Lilac Drive, Apt. 513. Minnea
polis. Minn.
It’s all on account of another
Ike, namely the one who is the
current candidate for President of
the U. S. After he was nominated,
I used this whole column to con
sider to what exalted heights the
name “Ike” can bring a boy.
I was mindful how rare the
name Ike had become in Jewish
nomenclature. A grandpa who
had cherished his name Isaac as
a precious inheritance out of
Torah and had hoped it would be
carried on through his genera
tions is converted to "Irving" in
his first grandchild.
Happily old Grandpa Isaac
knows nothing of this treason be
cause he is dead. Or the baby
may be given the name of Inch
cliffe or Inverness because, like
Isaac, it begins with an “I.” The
idea is that old Grandpa Isaac
may be appeased by attaching to
the kid a name that like his
begins with an “I.”
Now. since the name "Ike" had
brought an American almost
within reach of the highest office
in the gift of the people. I thought
the occasion timely to revive
"Isaac" among Jewish boys. All
over the country people were
shouting "I like Ike" or "We want
*lke" or "Give us Ike." This. I

“Primer on Communism—-A Fact by Fact Expose” Freedom Pamphlet pre
pared by the Anti-Defamation League of B’nai B’rith is being distributed
lo all supervisory personnel of Eastern Air } Lines, it was announced in an
executive memorandum from Captain Eddie Rickenbacker, President and

The development of this project began when Mr. Swerdlin utilized the
“Primer on Communism” and other materials published by the Anti-Defa
mation League in a lecture he recently delivered to a Reserve Officers’ Training
Unit in Miami. One of the members of the Training Unit who heard Mr.
Swerdlin’s lecture was jn important official of Eastern Air Lines, and he be
came so interested in the worth of the ADL’s “Primer on Communism” that
he brought it to the attention of top company officials.
Captain Rickenbacker, in his memorandum, advised that the Anti-Defama
'tion League’s “Primer on Communism” contains “a most complete and de
tailed explanation about the Communist movement, Communist strategy, and
other information on Communism which should, be of great interest and help
to all of the supervisory personnel of Eastern Air Lines,” recommending that
“It is my sincere wish that you study this booklet carefully and use it to your
best ability.” The pamphlet may be obtained from any AQL office at 25c each,
MacArthur Registered in Two States As

September 8 To October 6
The American Association for
Jewish Education announces that
JEWISH EDUCATION MONTH
will be observed in communities
throughout the United States
from September 8 to October 6.
Together with 26 other national
organizations the Association has
issued a Call to Jewish Parents to
enroll their children in Jewish
schools with the opening of the
new school year. The text •of this
“Call” is as follows:
As devoted parents, you do all
you can to ensure the physical,
mental emotional, and social de
velopment of your children. •
But you probably know, too,
that an important element mak
ing for a Jewish child’s normal
growth is an intimate acquaint
ance and identification with the
Jewish heritage. The Jewish
background needed by the Jew
ish child can be acquired only

learning which an adequate Jew
ish education provides.
But your child's Jewish educa
tion will be ineffective unless you
realize that:
1. It cannot be achieved over
night. To attain its purpose Jew
ish education must begin early,
in the kindergarten years, if at
all possible; it must be offered
for a sufficient number of hours
each week, and it must continue
for enough years to permit the
child’s Jewish schooling to keep
pace with his mental, emotional,
and social growth.
2. The school alone is not
enough. Children receive a rela
tively small part of their educa
tion in school. The major portion
depends upon the . surroundings
you provide for them at home.
The home must strengthen and
supplement the work of the

MUST IDENTITY THEMSELVES
AS "ETHNIC" JEWS
WASHINGTON. (JTA) Jews seeking entry into the United
States are now being required to identify themselves as Jews in their
visa applications under new regulations introduced by the Visa Di
vision of the State Department, the JTA established this week.
Visa officials originally said
that the new practices—a break
with past usage—w ere dictated
by McCarran-Walter Act require
ments for “ethnic” data. They
subsequently denied the connec
tion. Jewish organizations this
week raised the issue with the
government.
The JTA revealed that al
though the McCarran-Walter Act
does not enter into effect until
Dec. 24, visa chief Herve J. L'-
Heureux had already issued pre
liminary orders to consular offi
cers to elicit information on whe
ther or not applicants are Jewish.
The Visa Division has cited sec
tion 222-A of the McCarran-Wal
ter Act as its authority. This sec
tion requires that each alien
"shall state his race and ethnic
classification.”
In London, a JTA correspond
ent examining the practice fol
lowed by the U. S. Consulate
there was informed that impli
cants for U. S. visas ’ are now
being required to state their na
tionality and race. Officials ex
plained that this means that Jew
ish applicants are expected to
reply “Jewish” as to their race.
Applicants in London are also
being required to give informa
tion on the race of both parents.
Question Ruling On Jews
As an Ethnic Group
The legal terminology is con
strued by the Visa Division as re
quiring the listing of Jews as an
ethnic classification. However,
private immigration attorneys
have commented that nothing in
the act or in congressional history
indicates that Congress has made
a determination that Jews are an
ethnic group, which should be
school by providing a warm at
mosphere of Jewish living and
observances, and an emphasis on
Jewish ethical and religious
values.
Home and school are in part
nership. Together they can pro
vide your children with the price
less Jewish heritage which is
their birthright •
If your child has been attend
ing a Jewish school, make cer
tain that he is re-enrolled and
ready to begin the new school
year. -Take an active interest in
the affairs of the school.
If your child has not yet begun
his Jewish education, enroll him
now.
There is a Jewish school in
your community or neighborhood
ready to minister to the needs
and interests of your child. Use
it to good advantage!

learned, there will be no attempt
to specify religious faiths such as
Catholic, Protestant, and others
on visa applications and the rea
son for listing Jews was attri
buted to the "ethnic" reguire
ments.
A Visa Division source said
Jews would be identified as a
“special group” but that he did
not yet have access to the “new
details which are being worked
out.” It was impossible to find
answers from the Visa Division to
such questions as whether Jews
who embraced other faiths would
nevertheless be listed in the Jew
ish ethnic classification. New
forms and instructions are being
worked out in detail, it was ex
plained, and interpretive infor
mation is not yet available.
Copies of new immigration
forms were requested by the
Washington JTA Bureau but the
Visa Division said that no forms,
old or new, were available here.
If was explained that "each of
our consulates abroad prints its
own forms."
Jewish Organizations Act
On New Practice
The new practice was discussed
at the White House when Jacob
Blaustein, president of the Amer
ican Jewish Committee, called on
President Truman this week. Mr.
Truman indicated interest in this
issue and asked for a memoran
dum containing additional facts.
The Washington office of the
B'nai B'rith Ant i-Defamation
League has discussed the matter
i n correspondence exchanged
with appropriate authorities in
the government
Dr. Israel Goldstein, president
of the American Jewish Congress,
sharply criticized the State De
partment for instructing its con
sular staffs to begin identifying
Jewish immigrants as such before
issuing visas. He said that infor
mation on the ethnic origin of im
migrants, mandatory under sec
tion 222-A of the McCarran-Wal
ter Omnibus Immigration Law, is
not legally required until Decem
ber when the law goes into effect.
He asserted that the State De
partment’s action is “an unmis
takable disclosure that the only
intent of the new McCarran Im
migration Law is to study im
migration processes, to harass and
stignatize minority group mem
bers and to arbitrarily and need
lessly impede the extension of
relief to distressed and dislocated
people.”
Dr. Goldstein said there was
not the slightest intimation from
anywhere that the "ethnic” data,
under which Jews are to be iden
tified as such, "hate a necessary
important or even legitimate con
nection with the issuance of entry
documents."
