The new world Jewish congress recently called jointly by the
American Jewish Committee, the Anglo-Jewish Association of Great
Britain, and the Alliance Israelite Universelle, France, was no sooner
over than a dispatch from Paris announced a congress of the world
ORT organization, with again representatives from several countries.
Previous to that, about two years ago, there were congresses of
Jewish physicians, Sephardic Jews, and other gatherings of a similar
kind. World congresses have therefore become all the rage, and while
some people are enticed by them, others are fearfully puzzled.
Not so long ago world congress
es, or international gatherings,
were under the ban, and the
American Jewish Committee, the
Anglo-Jewish Association, and
other groups stormed against
them. The American Jewish Year
book i carries pages of protest
against the Congress on Minority
Rights which was* held in Zurich
in 1927, and again in 1936 when
the World Jewish Congress was
being organized in Geneva. These
assemblies had something to do
with the democratic Jewish forces
that were then led by the Ameri
can Jewish Congress, Zionist and
identical groups, and that made
their European conclaves all the
more odious. Os course, the per
sonnel of the leadership of the
American Jewish Committee is
now very much changed, but
there are still old timers among
them whose philippics against
internationalism have been per
petuated in their reports, and
loom large in the annals recorded
in the American Jewish Year
book. See especially the Twenty
eight Annual Report of the Com
mittee, appearing in the Yearbook
1935-36, page 440, wherein, under
the leadership of Judge Joseph
Proskauer, the world conference
idea was most emphatically con
demned.
There is an impression abroad
that as late as a year ago, when
members of the Conference on
Material Claims against Germany
were meeting in Paris, an effort
was made to call a gathering of
Jewish representatives for more
general purposes. It is said that
even then the American Jewish
Committee declined to lake part.
Perhaps it had good reason for
thinking that it could be guided
by higher wisdom if it proceeded
by itself and joined hands only
with those groups which shared
its special views on Jewish life
and the Jewish future. Anyway,
the world congress, or interna
tional gathering, has now sud

denly become quite kosher, and
one wonders what should be done
about all the protests against such
efforts that stand out in the rec
ords of our immediate past, and
which predict the worst calamities
for world Jewry, if such gather
ings are held.
Most ironical of all is the
thought that when Europe had a
huge Jewish population which
faced many problems, internation
al gatherings were terrifying pro
posals and smacked of treason;
now when these Jewish settle
ments have shrunk to insignifi
cant proportions, and their com
munity needs are pretty well
taken care of by local agencies
and national organizations on the
spot—world congresses have be
come the most urgent demand of
the hour.
Jewish Residents of
Three German Cities
Open Joint Synagogue
ESSEN, Germany, (JTA) ln
the city of Recklinghausen, at the
northern edge of the industrial
Ruhr region, a new synagogue
seating sixty worshippers has
been dedicated by the Jews of
three cities in the area —Reckling-
housen, Herne and Bochum. Since
the total number of Jewish resi
dents in the three cities and vicin
ity is below 100, they formed a
single combined congregation.

U. S. Jews for Seeking
Liberal Immigration Law
"
ROME, (JTA) The role of
American Jews in pressing for
liberalization of American immi
gration legislation was praised
here by “Civilta Cattolica,” offi
cial publication of the Jesuit So
ciety. The publication called on
American Catholics and Protest
ants to emulate the Jews in seek
ing a just immigration policy in
the United States.
“It must be recognized that
Jewish members of the U. S. Sen
ate and House of Representatives
have been solidly in the lead
whenever the necessity for a just
and generous immigration policy
had to be pointed out in Con
gress,” the Jesuit publication said.
It added that this is “understand
able” since the Jews have suffered
exile and homelessness through
the centuries.

Jewish Groups Seek Ban
Os Federal Aid To
Schools Practicing Bias
NEW YORK, (JTA) The
American Jewish Congress, Jew
ish Labor Committee, Jewish War
Veterans Organizations, the cen
tral Jewish religious bodies and
31 of the local Jewish Community
Councils—which together com
prise the National Community Re
lations Advisory Council —have .
addressed identical letters to the
Majority and Minority Leaders in
the House and Senate urging
prompt enactment in this session
of Congress of “an adequate
housing measure” and a bill to
provide Federal funds to aid med
ical schools.
At the same time, the Jewish
organizations urged the inclusion
of a provision which would bar
such Federal aid to housing pro
jects or medical schools which
practice segregation or other
forms of discrimination. “Such a
provision byway of amendment ,
can in no sense be regarded as
ex’raneous,” the Jewish groups
pointed out. “Absence of such a
guarantee in a housing bill would
directly foster and finance racial
discrimination. This would be un
thinkable in light of the basic
protection against such inequality
to which the American people are
entitled.”
