USO AUTO UNIT HEAD IS NAMED --4 Captiin Ben Jones Of Sal vation Army Appoint ed Chief Of Set-Up Captain Ben Jones, of the Sal vation Army, has been placed in charge of the mobile USO-Salva tion Army now operating for the benefit of servicemen in the Jack sonville to Myrtle Beach, S. C., area, it was announced Friday. According to present plans, he will maintain headquarters in Wil mington. Captain Jones succeeds Major Robert M. Cowan, who continues in charge of the USO-Salvation Army center at Harbor Island. Before coming here, Captain Jones was stationed in Monroe, La., as head of a Salvation Army corps there. Ap prehension Of Vagrants As Soon As Possible Police Chief Charles Casteen said Friday that the police depart ment is planning to make arrests for vagrancy here “just as soon as we get enough evidence to con vict.*’ There have been reports of a large number of vagrant Negroes and white men in Wilmington re cently. “Vagrancy is one of the hardest charges to convict a man on, though,” the chief explained. "And for that reason we have to go a little slow in making arrests.” Asked whether he thought crime in Wilmington had increased since the influx of large numbers of transient workers, the chief replied in the negative. “I think on the whole, Wilming ton’s new citizens are well-be haved,” he said, "for our crime reports have not increased pro portionately to the larger popula tion. The workers on the whole seem to be honest and serious minded, making good citizens." “I am alarmed however,” he went on, "at the large number of traffic accidents. Wilmington’s rec ord in this respect is not very good. If drivers would follow the traffic rules, they would find their accidents would drop to almost nothing.
