The April report from the com
mission supports the recent find
ings of the Senate’s Truman in
restating committee which nam

committee’s report, the yard here
is the lowest in dollar cost and
second in man-hours per ship.

—Fred M. Harward was elected
commander of the Seth E. Perry
post of the American Legion for
1943-44.

Col. W. S. Moore Transfer

West Coast
Col. W. S. Moore, Wilmington
district engineer for the past year,
has been ordered by the War de
partment to an assignment with
troops on the West Coast, officials
announced Thursday.
He will leave for his new post
Monday.
Coming here on May 9, 1942 to
succeed Col. R. A. Sharrer as head
of the Wilmington District office,
he was soon promoted from lieu
tenant-colonel to colonel on July 4.
Officials were unable to name his
successor but said that his post
will be filled here shortly.
Colonel Moore and his family
make their home at 8 Country
Club boulevard here. Mrs. Moore
and their son, Wayne, plan to re
main here temporarily. He is a
member of the Wilmington Rotary
club, Cape Fear club, and Offi
cer’s club.
While serving as district engin
eer, approximately $120,000,000 of
war-time construction work has
been completed in North Carolina,
including large cantonment camps
various types of airfields, Waac
facilities and recreational camps.
Construction has been carried on
at Camp Davis, Camp Mackall,
Camp Butner, Greensboro Replace
ment Training Center, Greensboro
High Point Airport, Fort Bragg,
Pope Field, Goldsboro Airport, Ra
leigh-Durham Airport, Wilmington
Bomber Command Base and other
projects.
While Colonel Moore has been
district engineer, the Wilmington
district has led all other districts
in the South Atlantic division, com
prising the states of North Caro

approximately 6.000 employes
worked 400,000 hours.
While working on Greensboro
Basic Training Center No. 10,
there was only one accident al
though men worked more than one
half million hours.
Colonel Moore was graduated
from the U. S. Military Academy
at West Point in 1920 and from
Basic Engineer’s school in 1921.
He received his civil engineer mas
ter degree in 1922 from Rensselear
Polytechnic Institute.
