A handful of rails and utilities did fairly well from the start but leaders as a whole had to contend with relatively light selling and the majority finished with losses of fractions to more than a point. Even armament - rated stocks seemed unimpressed by the oflt jook for a prolonged world con flict and such gainers as appear ed seemed bolstered mainly by dividend and earnings expecta tions. Broadening of governmental controls and thoughts of persist ently high or higher taxes revived bearishness to same extent. The Assocciated Press 60-stock average was off .3 of a point at 57.5. Of 853 issues registering, 446 were down, 210 up and 197 unchanged. Transfers totalled 996,709 shares against 1,280,640 Friday. Bonds were uneven. Commodi ties pushed upward. At Chicago, wheat was ahead 3-4 to 1 1-8 cents a bushel, corn 1-4 to 3-4, oats 1 to 1 1-4 and rye 1 7-8 to 2 1-8.
