DOMINATE MARKET
NEW YORK, March I.*— (IP) —
Railroad shares dominated the
Stock Market today as the main
list swung forward to a further
new high since 1937 in- the most
active trading for any full ses
sion since last January 11.
In the carriers strength and ac
tivity in' the ‘‘Alleghany Group”
stood out. Alleghany Corp. com
mon, the most active issue on the
‘big board” hit a high of 4 1-8
ap 3-8 and the highest price paid
since 1937 when the price hit 5
3-8. Issues of other rails under Al
leghany control scored gains rang,
ing to 6 points in Nickel Plate
preferred.
A generally bullish outlook was
fostered by additional good cor
porate earnings reports for 1944,
including higher net income for
such companies as Aviation Corp.,
Lehigh Coal & Navigation and
Union Oil of California.
Apart from the rails, active is
sues had gains of a point or more
in such stocks as Phillips Petro
leum, U. S. Steel, Best & Co., Am
erican Tobacco B, and Lane Bry
ant. A long list of special issues ran
jp as much as 4 points in Bulova
and Reis preferred with Superior
Dil of California up 3, and Inter
national Silver up 2.

WLB Rules Against Tax
Exemption For Salaries
Paid Over Wage Ceiling
ATLANTA, March 1. — (JP)*—
rhe Fourth Regional War Labor
Board announced today that a to
tal of $31,193.83 paid in violation
oi the Wage Stabilization Act by
17 firms in the Southeast cannot
be claimed as an operating ex
pense in computing income tax.
The findings by WLB represent
Dnly a small percentage of the to
tal of $408,474.37 which it was es
timated the companies had paid in
violation of the war-time anti-in
flation act, Chairman M. T. Van
Hecke said. The reduction in total
liability was authorized by WLB
only after the firms had voluntari
ly disclosed their violations, made
a showing of mitigating circum
stances, and proved they are now
in compliance with the law. The
wage stabilization act provided
that the total payroll cost paid in
an illegal wage must be disregard
ed is an operating expense unless
WLB authorizes a reduction in the
penalty,
