On average, the rails and for eign issues declined slightly, al though each group had a liberal sprinkling of advances. The in dustrials and utilities advanced .1 and .2 of a point respectively and the low-yields held unchang ed. It was the first time this week that the latter group fail ed to touch a new low for the year. Sales totaled $4,623,000, compared with $5,590,000 the day before. in the more active rails the trend was first up then down and finally something of a straddle. Loans of the Baltimore & Ohio ended down fractionally, those of the Missouri Pacific and Katy gave up fractions to around a point and New Haven issues lean ed to the offside. Rock Island 4 l-2s gave up better than a point but other loans of the road were steady. Give And Take Boston & Maine 4s picked up 1 1-8 points at 80 7-8 while Colo rado & Southern 4 l-2s backed away 2 1-8 to 50 Hudson Coal 5s added a point and Hudson & Manhattan income 5s lost as much. So it went throughout the list. In the higher priced division where investment attention has been glued since quality b .nds started sliding several weeks ago, the situation was somewhat im proved over yesterday. Fraction ally higher were Celanese 3s, Commonwealth Edison 3s, New York Telephone 2 3-4s and Ohio Edison 3s. Norfolk & Western 4s made an appearance on the tape at 130 3-4, up 2 1-8 points since the last sale. Slipping back were Pacific Gas 3s, Pennsylvania Power & Light 3s, Pittsburgh Coke 3 l-2s, Union Pacific 2 7-8s and Virginia Elec tric 2 3-4s. American Telephone bonds ended mixed, two down a shade and two up slightly. Governments Quiet World Bank 3s recovered 6-32 of a point of the Wednesday de cline but the 2 l-4s lost another 9-32 at 99.3. Only one govern ment bond sold on the Stock Ex change, the 2 l-2s of 1972-67 trad ing at 102.16, up 4 32. In out side markets governments were unchanged to up 5-32 of a point. COTTON NEW YORK COTTON NEW YORK, Oct. 16 — VP) — Cotton futures weakened in late dealings today under the pres sure of profit taking and hedg ing. Final prices were at or near the lows for the day to show a range of 40 cents a bale higher to 25 cents lower. An early rush of buying was stimulated by trade reports that C. C. C. had purchased 100,000 to 115,000 bales of cotton for Ja pan. This would be considerably larger than its jnquiry last week for 65,000 bales. After gaining $1,35 a bale, pressure of Southern and com mission house selling developed and increased toward the close. It was estimated that covering in futures against the sales of cotton to the government amounted to about 15,000 bales for the day. Increased hedging reflected the rise in spot cotton sales to a new peak for the sea son.
