ALEXANDRIA, LA., Jan. 7th, 1895. f The Police Jury met pursuant to ad journment. Present-W. P. Flower, President; and Messrs. Compton, Hardt ner, Randolph, Sorelle, Texada and White. The minutes of the last day of the last meeting were read and approved. On motion of Mr. Compton: Resolved, That the report of the Com missioners for building Billy Bayou bridge be received, and the bond of the contractor, E. S. Brashear, be accepted and his bill approved for $140. On motion of Dr. Sorelle: Resolved, That the report of the com missioners foie building a bridge over Flat Slough, in Calcasien swamp, near Hineston, be received and the bond of the contractor, J. D. Monroe, be accepted and his bill approved for $70. Mr. Hardtner offered an amendment to the effect that the contractor be paid 749 for building said bridge which was car ried, and the sum of $45 allowed for building same instead of $70. On motion of Dr. Sorelle: Resolved, That the sum of $25 be and is hereby appropriated out of the General Fund of 1895, to defray the expenses of two delegates to the meeting of the State Agricultural Society to be held in Natchi toches on January 23rd, 24th and 25th, 1895, and the Proesdent of the Police Jury is hereby authorized to appoint the said delegates. On motion of Mr. Hardtner: Resolved, That the report of commis sioners appointed to have a bridge built over Bayou Marie be received, and the bond of the contractor, George R. On motion of Mr. Flower: Resolved, That the sum of $2.5 be appro priated out of the pauper fund of 1895 for the relief of Catherine Washington, an indigent person, and that E. H. McCor mick be appointed her disbursing agent. On motion of Mr. Flower: Be it enacted, that by virtue of Act No. 40 of the Legislature of the State of Lou isiana for the year 1894 under an act en titled-"To amend and re-enact Act No. 32, at the reeuar session of 1886, approved June 24th, 1886, entitled an act to amend and re-enact Section 4 of Act No. 7 of the Acts of 1877, approved March 21st, 1377. Be it resolved by the Police Jury of the Parish of Rapides, thatall witnesses sub poenaed upon final criminal trials shall receive One Dollar per day for every day the said witnesses shall be in attendance atthe District Court, and no mileage shall be allowed. The President in the Chair: On motion of Mr. Johnson: Resolved, That the report of the com miesioners for repairing Coco Bend bridge be received and accepted and the bill of the contractor, M. P. Willis, be approved for $100. On motion of Mr. Hardtner: Resolved, That the President of the Po lice Jury appoint a committee of three to confer with the City committee on water works and electric lights, in regard to the probable expense of furnishing water and light to the court house and jail. The President appointed Messrs. D. T. Stafford, C. M. Kilpatrick and I. C. Miller as a committee. On motion of Mr. Texada: Resolved, That the report of the com missioners appointed to let outand re ceive the repairing of Bayou Verrand bridge be .eceived and accepted, and the bill of the contractor, W. M. Stickells, be approved for $25. The petition of certaln citizens of Cheneyville and Lamourie wards, asking that land owners owning lands lying "east of and fronting on the public road. peginning at the lower parish line and running up east side of Bayou Bceuf to Lecompte, thence up same to lower line of Emfield plantation," be required to make hog proof fences, in order that the small farmers and others in this section may utilize the vast area of bot:om or swamp land in that locality belonging to said land owners, "as a hog range," was received, considered and unanimously re jected. On motion of Mr. Johnson: Resolved, That the street on the east side of the Texas & Pacific railroad, in Theoda, running from the new Elm Bayou road to the junction with the public road at W. W. Wall's house, be and is hereby declared a public road, Mr. Bennett, the owner of said land, having donated the same to the parish for a public road; the said road to be a part of Road District No. 12, and that the road hands living on the west side of the T. & P. railway between the Elm Bayou road and the Crawford lane, be ass!gned to said Road District No. 12. Mr. Rtndolph in the Chair. On motion of Mr. Flower: Resolved, That the sum of 925 be appro priated out of the pauper fund of 1895 for the relief of A. J. Hines, an indigent per son, and that Geo. O. Watts be appointed his disbusing agent. The President resuming the chair. On motion of Mr. Johnson. Resolved, That the sum of $175, or as much thereof as may be necessary, be ap propriated out of the bridge fuand of 1895 to repair Cheneyville bridge. Said repairs to include new mud sills, new cap sills, all new stringers, 1000 feet new flooring, new braces for bents, new hand rails and new boxing for sides. The old posts to be cut off at each end and tenoned into the cap and mud sills. Estimated amount of lumber, 8,950 feet. That W. F. Shackelford, A. D. Havard and J. W. Stafford be and they are hereby appointed commissioners to let out and receive said repairs according to law. w On motion of Dr. Sorelle: Resolved, That the attennTon of B. H. Lyons, the contractor who built a bridge over Hineston branch, and his bondsmen, A, I. Shba~r and R. Babam, be and is here by called to the need of revair of said bridge, which if not done in 30 days, will be done at their expense. ALEXANDRIA, LA., Jan. 10th, 1895. 1 The Police Jury met pursuant to ad journment. Present-W. P. Flower, Pres. Ident; and Messrs. Compton, Johnson, Hardtner, Randolph, Sorelle, 8mith, Texa da and White. The minutes of yesterday were read and approved. On motion of Mr. Hardtner: Resolved, That the Parish licenses for the year 1895, shall be upon the same trades, occupations and professions, and for the same amounts as the State licenses, with the exception that upon Insurance Companies or Agencies, the parish license shall be 5 for each company they repre sent; and that no license shall be granted for the sale of alcoholic or spirituous liquors, except in Hineston ward, and in the corporations of Ahxandria, Pineville and Boyee and West Alexandria. Be it further Resolved, That D. T. Staf ford, Sheriff and ex Officio Tax Collector, be and he is hereby authorized and em powered to enforce collection of all if censes by su!t and before any competent court; and this Jury will ratify and ap prove any action taken by said Tax Col lector, and authorize him to institute suit in the name of the Parish of Rapides through the President of the Police Jury, in the enforcement of the collection of all licenses due the parish of Rapldes, with 10 per cent penalty for attorney fees. On motion of Mr. Randolph: Whereas, a petition has been presented to this Jury for a change of road in Spring Hill ward, on road leading from Camp (round to Chevalier school house; there fore, be it Resolveld, That W. J. Orr, V. A. Cheval lier, C. R. Carruth, J. J. Bullock, J. J. Chevalier and J. J. Squyrea be and they are hereby appointed commissioners to make the changes asked for, provided there be no expense to the parish, and re part at next meeting of this Jury. On motion of Dr. Sorelle: Resolved, That the sum of $75, or as much thereof as may he necessary, be ap propriated out of the brld.e fund of 1895 to build 'a bridge over Spring creek, on the mail route leading from Melder's post office to Glenmora, and that D. B. Hogan, J. J. Chevallis and C. R. Carruth be ap pointed commissioners to let out and re ceive the same according to law. On motion of Dr. Sorelle: Resolved, That E. II. McCormick be and he is hereby elected as Parish Printer for the year 1895, for the Parish of Rapides. On motion of Mr. Texada: Resolved, That the sum of $50, or as much thereof as may be necessary, be ap propriated out of the bridge fund of 1835 to build a bridge over Shackelford creek, on the road leading from Bayou Verrand to Colfax, and that N. V. Bush, W. E. Carnahan and R. L Carnahan be appoint ed commissioners to let out and receive the same according to law. On moti..n of Mr. Texada: Resolved, That the sum of 050, or as much thereof as may be necessary, be ap propriated out of the bridge fund of 1895 to build a bridge over Vineyard creek, and that N. V. Bush, W. E. Carnahan and R. L. Carnahan be appointed commissioners to let out arid receive the building of same according to law. Mr. Randolph in the Chair. On motion of Mr. Flower: Resolved, That the attention of the Tax Collector be and is hereby called to Act No. 165, of the regular session of the Leg islature of 1894, and approved July 12, 1894, and he and the Parish Treasurer are her-by instructed to carry out the pro visions of said Act in all its parts and particulars, by keeping a true and correct amount of all licenses and taxes collectea according to the provisions of said Act. The President resuming the Chair. On motion of Mr. Randolph: Whereas, a petition has been presented by citizens of Spring Hill ward, asking that a new road be laid out from Glen mora and run to intersect the Babbs Bridgeand Wood's mill road at or near +V. A. J. Adams' plane; therefore, be it Resolved, That Jno. Evans, J. W. Britt, J. D. Phillips, J. T. McRight, W. V. Britt and J. Mizell be and they are hereby ap pointed a jury of freeholders to layout said road, to be done without expense to the parish, and report same to this Jury. On motion of Mr. Randolph: Whereas, a petition has been presented to this Jury by citizens of Spring Hill ward, asking for 4 change in the public road leading ornom Lecompte to Babbs Bridge, said change to leave the old road about one-half mile east of Dently creek, thence running west nearly parallel with the now existing road about three- fourths of a mile, thence running so as to inter sect the old road about 400 yards on west side of Deutly creek; therefore, beit Resolved, That T. E. Randolph, B. Pressburg, A. G. Swann, T. J. Odom, Jas. R. Moore and J. N. Duplissey be and they are hereby appointed commissioners to make the change asked for and report to this Jury, On motion of Dr. Sorelle: Resolved, That the petition of citizens living in vicinity of Melder postoffice, asking the privilege of changing the Su gartown and Alexandria road so as to leave the Cheneyville road, at Chevalier school house, and run on the line between W. L. Squyres' and D. W. Coody's land, be granted, provided said change be made without expense to the parish. The minutes of yesterday were read and approved. On motion of Mr. Hardtner: Resolved, That the report of Messrs. Bringhurst and Couvillion, on establish aing the dividing line between Avoyelles and Rapides parishes, be received and accepted, and their report ordered to be published and recorded. Mr. Hardtner in the Chair. On motion of Mr. Flower: Whereas, a petition of citizens of Alex andria ward has been presented to this Juryasking for a new road, to run from Bayou Rapides east, to Bayou Rapides in tne line between D. Lehman's and Robert Solomon's, and lands of D. Lehman and WeilBros.; therefore, be it Resolved, That J. N. Ball, P. H. Hynson, M. W. Basllo, A. C. Brister, J. A. Hop son, Sr., and I. W. Ball be and they are hereby appointed a jury of freeholders to lay out said road according to law, pro vided it be done without expense to the parish, and make report to this Jury. The President resuming the Chair. On motion of Mr. White: Resolved, That the reportof the Finance Committee be accepted, and a committee appointed to barn the vouchers turned in by the Treasurer as paid, which was done, and the vouchers were burned. On motion of Dr. Sorelle: Resolved, That the petition of citizens of Hineston ward, asking that an election be held to take the sense of the voters of said ward as to whether the sale of intoxicating liquor shall be licensed within the limits of the said ward.or not, be and the same is. hereby granted, and such election is hereby authorized to be held in the ward on Saturday, Feb. 2nd, 1895. Be it further Resolved, That on each ballot shal be printed or written: "For license in Hineston Ward," or "Against license in Hineston Ward." That the polls shall be opened at 9 o'clock a. m., and closed at 4 o'clock p. m., at the sev. Pril voting precincts in said ward; and the following commlisioners and clerks are hereby app;inted, who are to serve without comp:"nsation from the parish, viz: Paul's Store-J. H. Revolred, further, That the returns of the el-ction shall be made by the commis sioners to the President of the Police Jury, who shall tabulate the vote and make proclamation of the result; and if the vote be against license, the Tax Col lector of the Parish of Rapides is hereby instructed not to issue any license for the sale of alcoholic or spirituous liquors to any person within the limits of Hineston ward. On motion of Mr. Texa3a: Resolved, That the report of the com missioners for building a bridge over Bayou Bertrand, on road from Bayou Ra pides to Boyce, be received and the bond of the contractor, R. E. Stuckey, be ac cepted and his bill approved for $150. On motion of Mr. Texada: Resolved, That the Supervisors of Elec tion for the Parish of Rapides be and they are hereby allowed the sum of $25 each for services rendered in holding the Con gressional election in November last. -On motion of Mr. Sorelle: Resolved, That the road from McNutt'* Hill to Calcasieu bridge, beyond lineston, be worked under the old system, and syndics appointed thereon.
