Here are Locofoco appointments, notwithstanding i the stupendous declaration of Mr. Polk on his recent tour to the North, that he ia the President of the People and not of a pert; ! We are requested to | eay that Major Arnold Harrie, spoken of in our last in connection with the Choctaw Agency, waa not an applicant for the office, and could not have accepted it if Mr. Polk bad tendered it to him. COL. DONIPHAN'S SPEECH. j We subjoin the following extract from the j epeech of Colonel Doniphan, at St. Louis, on the occasion of the public receptiou of him and bis brave comrades. It is matter to he ponder ed on. The country may well ask of the Pre sident?why are these things 1 " Fellow citizens I What have we gained by this war 1 Of Gen. Taylor I can safely speak, j having been thiough all his lines of operation. Me has gained four distinguished victories? perhaps the roost brilliant victories that hare ever been gained on this continent?and yet j he has gained nothing. Wby is it that the i efforts of our army are like the efforts of a | fevered patient, who spends all his strength in spasms, and as soon as they are over, is pros trated? Alter the brilliant victories which they have achieved, they have been forced, for want of men, ammunition, money and conveyances, to lie idle until the enemy have been able to gain strength anew, and then the battles have lo be fought over again. In our victories, uo thing hae been gained. Suppose Gen. lay lor remains where be is?will be have gained anything ? He has been there ever since last September; and unless souie belter means are afforded hirt, he will remain theie until nest October I The expense ol this war is enormous. 1 have been told that $1,000,000 a week has been paid to sustain the war, and yet General >a 'h? very position where he was eight months ago, and there he must lie. "AlthotVgh I have not been over General Scott's line of operatious, yet it is clear that he cannot sustain himself from his want of means. He may take the city of Mexico, but he cannot sustain himself then?take it he may, but it is impossible for him to keep it. For Santa Auaa, although he was stoned when he went to the city of Mexico, from some cause has gained new strength, (some have thought that it arose from Gen. Scott's proclamation,) and he will soon have an army auflicient to cope with General Scott." One of the returned volunteors says, the modus operandi of testing u bairel cf Government crackers in Mexico, was in Ihia wise : The captain threw a crackor upon the aand in the evening aud ordered his men to surround it?K it did not make its way before morning it was pronounced genuine. The Locofocos claim for their measures the high pricM which havo been given for produce. One of their measures therefore must be the potato rot, a* nothing has resulted more to advance the price of breadstuff*. Governor Bebb of Ohio refuaes to be a can didate for re-election. The eastern part ol the State will therefore furnish the next Governor. 0^- There's to be a convention of Free Negroes in Kentucky in November n-xt to choose delegates who shall visit the polonies in West Africa and re port the stale of atfaus to tiaeir constituent-. A good move, decidedly. (rj. Mr. Polk, eaye Prcutice, in his speech in N. York city, aaid, "the people are the true sovereigns of the country." And yet Mr. Polk, who, in his modesty, professes to regard himeelf as the servant of them "sovereigns," undertakes to prohibit the said "sovereigns" from exercising the liberty of speech upon the subject of his official acts. ?13- Mr. Polk said in his New York speech that he was determined to "knew ne party but the coun try." Taylor is not the author of the Signal letter which beaia his name. Tne Union's corres pondent says that it is in the handwriting of Major Bliss. Thus is one of our arguments fully sustained, that the letter iu question could j not be from the pen of the old Hero, owing to the utter dissimilarity of style between it and his acknowledged productions. The Washington Union's Cincinnati corre spondent asserts that the Signal Taylor letter bears General Taylor's signature, "and no mistake j" that on a comparison of it with bis signature in the possession of the artist Mr. Atwood, its genuineness is proved. We await further developments I Th? Whigs of Missouri have decided to bold a State Convention on the first Monday in April, 1848, at Boonville, to nominate Col. Doni phan as their candidate for Governor, and to select Rough and Ready Electors for the next Presiden tial Election. This looks like going to work in earnest. Rough and Ready Electors.' Think of that, Mr. Polk ! A niece o! the Duke of Leinster, one of the sis ters of Mercy, recently dird in Pittsburgh. The rule in the Pension office is, to take up busi ness in the order of reception?that is, first come first serve. Persons or agents on the spot have no preference over letters. We yesteidsy had the pleasure of examining ? beautiful piece of changeable silk, says tbe Louisville Journal, manufactured by Messrs. Jackson and Gray, of this city. It was ordered by a lady of Louisville; and, when robed in its beautiful hues, she will feel a glow of pride in the fact that her magnificent dress is the product of her native State. The Administration has different names Aw its various armies. One of them it calls ita ? army of occupation," another its "army of invasion," and a third its "army of exploration." Colonel Doniphan and his command were honored upon their arrival at St. Louis on Fri day with a public reception. Speeches were made on the occasion by Col. Benton, Colonel Bondin, Col. Doniphan, and Col. Mitchell. Col. Benton disclosed a little more of the lieu tenant-generalship in his remarks, and said that the expedition of Col. Doniphan was fore seen and recommended to the President by him long ere it was thought of. The celebrated preacher, Dr. Brooke, has resigned the pastorship of Christ Church in Cincinnati, after a service of twelve years in its pulpit. OS- The Whig Sute Couveution of Maine ! which is to assemble in Augusta, on Wednes day, the 21st instant, will consider the subject of a Presidcnlial nomination, and the selection lol two delegates to the National Whig Con vention. Flour at Cincinati on the 8th instant, was $4 25?wheat 75c.?corn meal $2 90. Havana sugar 6*. The river was slowly falling. There is n continuous line of railway from I Charleston, South Carolina, to Dalton, thirty I two miles east of Chattanooga, Tennessee. In I !?ss than a year more the railway from Dalton to Nashville will bp finished. More than two regiments of troops for the war arrived at New Orleans on the 4th instant, on their way to the enemy's country. J We have advices from Havana to the 28th [of June. The statement of the Union that General Taylor has 10,000 men ready f.?r active operations, which has been so singularly disproved by facts, has been explained by the Providence Journal, as follows: 'Rough and Ready' himself equal to 8000 Actual force, 3000 ToUl. 10,000 An immense meeting of the people of both exist ing parties was held in Mobile on tho 3d instant. It nominated Old Zach for the Presidency with a shout of enthusiasm. The only man who did not go the whole length was a Democrat, who wanted to know whether tbe old Hero was of bis wsy of think ing. There were about two hundred en gaged in ihe fight. 1 he British steamer Queen Victoria was taken, her crew badly flogged, after which, her anchors were dropped and her colors polled down. CO President Polk, whilst in New York city, made a speech in which he declared, that, du ? trig his Presidential term, be was determined to know no party but his country, and, the very next night, he deliberately walked into Tarn many Hall and enrolled himself as a member of the Tammany society, one of the very vilest1 and most prescriptive political associations ever got up in any country ! , Od'Garnett Duncan, the Whig candidate for Congress in the Louisville, Kentucky, district, uses up the Democratic Committee of Louis ville for patting forth in an address the most egregious party falsehoods. Duncan is worth a huudred Democratic Committee men. Mr. Walker and his family are sojourning at Rockaway, on Long Island, says the New i York Herald. The New York Herald has a splendid wood cut of old Rough and Ready's camp kitchen and marque. The "string is not drawn in," I that's certain, for the paper by us has a full view of the culinary operations of the old Hero's family. Ocy-Mr. Grund, of the Baltimore Sun, pre diets that General Scott spent the 4th of July in the city of Mexico. We hope he did. OO-Mr. Grund informs us, in to day's Balti more Sun, that the President did not wait for people to shake him by the hands on his recent tour, but (hat he seized them by the hands and gave them a hearty shake. This accounts for Mr. President's great enthusiasm during his recent visit ? Mr. Polk says, in all 'his speeches, that he must positively refuse a second term. We as sure him, says Prentice, there is no danger of his being troubled with the people's importu |ni(ies. He has just about as much chance of being elected iu 1848 as General Pillow has? and there is certainly a pretty wide " ditch" between him and the Presidency. OC*- The City of Boston has just borrowed one million of five per cents at 94 cents on the j dollar. The New York State loan of half a million ir? 1827 is to be reimbursed tl^e 1st of January 1848. A daily line of four hor9e post coaches i9 henceforward to run between Terre Haute, la., and St. Louis. Breadstuff are stiil on the decline. What is the matter! Isn't there a screw loose eotne* where in the tariff of ' lli! We were told the farmers were indebted to that for high prices. Why, then, does it permit them to be reduced? A Beautiful Prayer.?Ylacourt, in hie history of Madagascar, gives tho following aublimo prayer. said to be used by all the people we call savage* 'O, Eternal, have mercy upon me, because I am pasnng away. This ia the veiy sublimity of devotion. j Kikk, the private, who was tied with a rope by order of Gen. Pillow, without judge or Jury, is out upon the illustrious ditch-digger in the Nashville Banner, and uses up what Col. Haskell has left of the notable General. " Wo would just state," says the Harrisonburg, Va., Republican, one of tbe be4 Whig papers in the 8tate, "that Gen. Taylor's rtal friends are aware of what they are about, and ask no dictation from his rear enemies. Heme, they call upon those of all parties who can consistently support him, so to do, and to thus let the Pol kites know that they scorn their miserable dictation." That's tbe true doctrine? The Richmond Southernor, speaking of Henry A. Wise and C. Edward Lester, says, very justly that, they are a couple of trading politicians and as insolent as whelps?having neither modesty, shame, magnanimity nor character. Mayor Abner G. Daniel, at one time a member of the Kentucky Legislature, has fallen from his high social sstste, and is now sn inmate of the Penitenti ary, for obtaining goods in the esstsrq cities on false j pnxences! With {a commendable jealousy of I your own works, lest confidence in their abiding good reputation should have led to neglect, you have Hguin applied to me for an analysis of several speri mens of Mineral Water, purporting to have been made after riillereut methods or by different persons, Ike particulars of which were not furnished, the only distinction apparent being in the color of the bottks. I have examined the several specimens submitted, I and find as follows: The water in the while gla*8 Miles is freo from all impurities; that in the green boti let* contains a sensible quantity of sulphuric acid, which >? evident to the smell and taste, as well as to the proper chemical tests. From & recent inspec tion of your process, I was led to the conviction that the only impurities which could possibly gain access I to the water were lead and sulphuric ac!d. Of lead f find no traces whatever in any of the bo tiles; tbe amount of sulphuric acid present in tho green bottles, | though small, is objectionable, and must l?e regarded as au impurity, as the Mineral Water profess to be free from all such admixtures. I therefore certify that the Mineral Water contained in the white bot tles sent to me was pure, and in my opinion saluta ry, while that in the green bottles was impure and unfit for a common beverage.
