To th* Editor of thtgUnion: Petehsbukq, October 20?8 a. m. The mail from the south brings the following im portant news from General Scott, giving particulars o the late battles. We take the following from the Ncv Orleans Delta of the 13th instant: At a late hour last night the bteamehip Fashion, Capt Ivy, arrived from Vera Cruz and Tampico, having lei Vera Cruz on the 7th and Tampico on the 0th instani By this arrival we are placed in possession of letter from our correspondent Mustang, from the city of Me.\ ico, as late as the 2Sth September, and files of the Amen can Star, a new paper, published by Messrs. People and Barnard, at the capital. Our correspondence, hot from the city of Mexico and Vera Cruz, is very volumi nous. The lateness of the hour at which we received it, pre eludes the possibility of our giving more than one of th graphic letters of our correspondent Mustang, content thi morning with a brief synopsis of the interesting news hue tily gleaned from the mass of documents in our possessor We have full details of the killed, wounded, and missing copies of the general orders issued by the commander-ir chief from the time of the capture of the city up to th latest date; the manifesto of General Bravo, addrcese to the Minister of War and Marine, descriptive of th operations of the Mexican forces at and about Chapu tepee on the 12th of September; resignation of the Presi dency by General Santa Anna, et cetera?all of whit wc will endeavor to lay before our readers to-morrov Our 1or6 has been severe?the previous rumors of Gem rals Pillow, Worth, and Smith being killed, we are grat fied to learn, were without foundation. Among tb wounded, we regiet 10 ?ee the name cf our contemporar Mr. Kendall, of the Picayune. We trust, however, h wound is but a slight one. The Amer, can prisoner who were sent from the city of Mexico to Toluca, c the approach of Gen. Scott to the capital, have been se: back to the city of Mexico, still as prisoners of war, ui der parole. It is said they were sent by the governor 1 Mexico on his own responsibility. The names 1 the officers thus liberated on parole, are Captaii Clay, Heady, and Smith, Lieutenants Churchill, Davi son, and Barbour, and sixteen privates. The city Mexico wae quiet et the latest dates, though daily repoi of the rising of the populace'; and the assassination our men were rife. Little fear, however, was ente Itained by our army of any such attempt; for, as our co resoondent remarks, an enemy who could not s'.ai against us in the held, will not tie likely to attack, mui less to attempt to overpower us, with the city and i strongholds in our possession. The Mexican Congre were to meet on the 5th of this month at Queretaro. T! seven northern States, which some time since formed a c alition to oppose negotiations for peace, have held a me< ing by delegates, and denounced Santa Anna as a traitora: an outlaw ; and at the same time have passed a resolute pledging each State to furnish three thousand men arm and equipped for the further prosecution of the war, a appointed Generals Paredes anil Bustamentc to comma the troops thus to be raised. The whereabouts of Sai Anna was not known at the capital on the 26th Septembe rumor placed him in the vicinity of Fuebla. Colon Dickinson, Baxttr, and Mcintosh have died of th wounds; Generals Pillow and Shields are recovcri slowly. Our correspondent makes out our total loss be?in killed, wounded, and missing?sixteen hundi and twenty-one. We shall publish a complete list morrow. Among the names of the killed and woundi we find the following; Officers killed?Major L. Triggs, Capt. A. Vanolin Col. T. B. Ransom, Brevet Lieut. Col. Martin Sc< Lieut. Col. Wm. M. Graham, Capt. M.
