Contractors not residing nt the places where deliveries arc required must establish agencies at such places, that no delay may arise in ftirnishing what may be required ; and when a contractor fails promptly to comply with a requisition, the Chief of the Bureau of Provisions and Clothing shall be authorized to direct purchases to be made to supply the deficiency, under the penalty to be expressed in the contract; the record of a requisition, or a duplicate copy thereof, at the Bureau of Provisions and Clothing, or at either 01 the navy-yards aforesaid, shall be evidence that such requisition lias been made and received.
