EXAMINER'S COMMENTS
The records of the Treasurer are very well kept and in reconcilement.
The Clerk's records however are incomplete and of very little value.
ledger should be used by the Clerk from which a trial balance can be
taken each month which would reflect a true statement of all the affairs
of the Town. A sample trial balance sheet was left with the Clerk in
order that a supply can be obtained for future use.
We found several street claims dated in August, 1946, which calls
for oil and oiling. These claims were paid by warrants amounting to
$499.99 each month for two months, and the balance of about $300,00 paid
on the third month. We also found several claims for pipe written in
the same manner. This was done to avoid calling lor bids.
Transactions of this nature are illegal and the practice must be dis
continued. The examiner was told by several reliable sources that the
oiling job done last year was done without first preparing the streets for
the work, and according to the Minutes only two streets were to be oiled
an experiment, and several streets were oiled that were not authorized.
This was done by the Council in office at that time arid the responsibility
should be placed ' wljere it belongs. ' l
We again recommend that the offices of TVeésurér and Cleric be
combined in order tihat proper accounting can and will be done. '»We
found where Improvement District Cash balances have been transferred
other funds while there are outstanding bonds against the districts.
This is also illegal. ?: .. • "
The Town has resolutions and by-laws on their ordinance ledger
calling for business licenses. If this was enforced it would bring in con
siderable needed revenue. "
The official bond of your Chief of Police is a personal bond and we
suggest a surety bond be obtained replacing the personal bond. It is
unfair to ask anyone to go bonds for any officer. The cöst of the Surety
bond is an obligation of the Town.
$ 3,600.00
A.
Respectfully submitted,
A^J. KALBERG,
Deputy 1 State Examiner.
