Section 1. All elections by the people
shall be by ballot. Every male citizen of
the United States, whether native born
or naturalized, of tbe age of 21 y*ara or
upwards, who has resided in this State
for one year and in the Legislative dis
trict of Baltimore city or in the county
in which he may offer to vole for six
mouths next preceding the election, sud
who moreover is duly registered as a
qualified voter, as provided in thi* Arti
cle, shall bt entitled to vote in the ward
or election district in which he resides
st all elections hereafter to be held in
this State; and in case any county or
city shall be so divided as to form por
lom of different electoral districts for
the election of Representatives in Con
gress, Senators, Delegates or other offi
cers, then, to entitle a person to vole for
such officer, he must have been a resi
dent of that part of the county or city
which shall forma part of tbe electoral
district in which he offers to vote for six
months next preceding the election, but
a person who shall htvc acquired a resi
dence in such couuty or city, entitling
him to vote at any such election, shall be
entitled to vole in the election district
from which be removed until be shall
have acquired a residence in tbe part of
the county or city to which he has re
moved, Every sucu male citizen of the

such last mentioned person who may be
twenty-one (21) years of age or over in

No person not thus qualified by coming
under some one of tbe above descriptions
shall be entitled to be registered us a
qualified voter, nor be entitled to vote.
Section 2. And be it further enacted,
That tbe foregoing section hereby pro
posed ae amendment to tbe Constitution
of this State shall be at tbe next general
election for members of tbe General As
sembly to be held in this State submitted
to tbe legal and qualified voters thereof
for tbetr adoption or rejection iu pursu
ance oi the direction contained in Ar
ticle XIV of tbe Constitution, aud at said
election the vote on said proposed amend
ment shall be by ballot, and upon each
ballot there shall be written or printed the
words “For tbe Constitutional Amend
