THURSDAY MORNING. AUG. 28.1919. Good Roads. We publish in thin column a letter from Dr. Wm. B. Burch advocat • plan under which this county can secure State aid in road building* which we hope will be carefully read and result in other expression* of opiniona on the subject. Tbe<qne*tion of good roads is of paramount interest to every citixen of the county. They are the arter m of communication and traffic. The State road is of gfeat value to the county* but that value could be vastly increased if the lateral roads were improved so as to give access to it. This cannot he done under our present system of road repair, an endless expense, instead of a sys tem of scientific road building, by which every dollar paid out would become part of a jierroanent invest meDl Under the present plan we are making, little if any. progress to wards better roads, and in many in stances they are actually getting worse because it is not possible to do the same amount of work with a SIO,OOO appropriation that was done a few years ago. We have a num ber of sections of roads in the county that have consumed a big part of the total appropriation and still show little improvement be cause |tbej represent engineering propositions. These sections should be replaced with improved roads, even if a bond isoe is 'necessary to accomplish it. Morever, it has been proven in other States and in many counties of this State that s modern road system can only be built and maintained under ll supervision of a road engineer. We have oor choice—to continue oar present ijitem under which we foot all the bills and nee,our tax money washed into the creeks and bays every time it rains, or we can chance our policy and allow the State to match us dollar for dollar in a road con*truction*program that will gradually give us a permanent system of lateral roads, which will be maintained by the State. !t is understood that several counties will applv for bond issues for roads this winter, and if St. Mary's is to derive any benefit from the Shoemaker fund, into winch she annually pays her pn>i*ortionate part, we agree with I>r. Burch that our candidates for the Legislature should lie appraised of the senti ment throughout the county. To the Editor of the Baunx; Dear Sir:—As the time near* when we shall oltoose delegates to the Legislature, there i? one thin/ that we should busy ourselves about —the question of good roads an-! bow we shall obtain them. There is a law called the Shoe maker Law, under which a fund ot $400,000 yearly (which is to be in creased to SOOO,OOO or $700,000. taken out of all the taxes of the counties and Baltimore City) is available for road construction un der a co-operative arrangement be tween the State ami the counties We have continuously paid into this fund but have realized no bene fit from it excent a short road with in the corporate limits of Leonard town. Most of the counties have availed themselves of this proposition and thereby have received their own and our share of the fund. The time is now ft hand when St. Mary's should awake Ur the opportunity to better her position and receive back a por tion of her own taxes. How can this be done? My idea is to bond the county for $500,000, bonds to be sold and pro ' ceads used at the rate of $50,000 per year over a period of 10 years. This would be matched by an equal amount each year of State aid funds, allowing us to build SIOO,OOO worth of roads annually, at a coat to the taxpayers of the county of only one half the amount expended, the roads #hen built to be maintained by the State. To pay interest on the $50,000, the county's part of the annual appropriation for permanent road building, not repair, and pro vide a sinking fund that would* re fund the bond isaue in 50 years, would require a yearly increase in the levy of about $8,500, or an In crease of 6 cents in our tax rate. At first glance it might appear that this would mean that by the end of the 10-year period oar tax rate would have been increased 60 cents over the present rate, but such is not the case. This program would allow the present SIO,OOO levied for road purposes to be ex pended on repair of lateral roads awaiting their turn for rebuilding and consequent surrender to the State to maintain. It ia readily seen that as tksss roads are built the amount needed for such repair by the qpunty would be lessened with a corresponding lowering of the tax rate. And also the amount in the linking tand would increase and would be drawing interest to •till farther reduce the amount to be levied. la addition to tkw lan reliably informed that the United States Government, beginning next rear, will give 81- Mary’s t1*,400 for road building, which fund will be increased each year, and would further leeeen the burden to be borne bv the county in carrying out such a program as I have outlined. Another point for your considera tion: It baa been tented oat recent ly near Cleveland that a loaded auto mobile or truck consumes twice as much gas over a bad road as it does >ver a good one. Calculating that we have 500 autos and trucks in our i-ounty, if each saves one gallon of gas-' per day, the people of St Mary’s would save, on gas alone, *45,75S a year, an amount almost equal to the sum that the county would have to contribute towards the road-building program 1 have mapped out and which in ter. years would construct State roads in every* se* lion of the county, and would at the same time free us of our present burden of road repair.
